ESA Letter in Chattanooga, TN
from a Tennessee-licensed therapist

Chattanooga is Tennessee's fourth-largest city, with about 194,144 residents in Hamilton County. Roughly 47.6% of its households rent — 4th of Tennessee's five largest cities by renter share — which makes the pet clause in a lease a practical question for a lot of people here.

Getting an ESA Letter in Chattanooga, TN

A legitimate ESA letter is one page from a Tennessee-licensed mental health professional. It is not a certificate, a registration or an ID card, and in Chattanooga it is used for one thing: asking a housing provider for an exception to its pet policy.

Tennessee has no statutory waiting period, so a Tennessee-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval. You talk with a therapist, by phone or video, about how your condition affects daily life and what your animal does for you. They decide; you do not buy an outcome.

Tennessee has its own fair housing law, but how its agency treats untrained emotional support animals after HUD's May 2026 change is still settling, so documentation quality matters more than it used to.

ESA Housing Law in Chattanooga

Your rights in Chattanooga come from up to three sources. Here is what each one does now.

Local

Our review did not confirm a Chattanooga or county fair housing ordinance covering disability, so this page relies on Tennessee and federal law. If one applies to your building, it can only add protection.

Tennessee

T.C.A. § 4-21-601 — Tennessee Human Rights Act — discriminatory housing practices. Complaints: Tennessee Human Rights Commission.

Federal

The Fair Housing Act still requires landlords to consider accommodation requests. Since May 22, 2026, HUD itself pursues complaints only for individually trained animals; your private right to sue is unchanged. What changed →

Who qualifies

Who May Qualify for an ESA Letter in Chattanooga?

Qualifying is about function, not a label. If a condition makes sleep, work, study or relationships genuinely harder and your animal helps, an evaluation is worth having. Frequent examples:

What the evaluation looks for

  • An animal that eases symptoms in a way you can describe
  • An honest conversation with a therapist who can also say no
  • You live in Tennessee, so a Tennessee-licensed therapist can evaluate you
  • A condition that limits daily life — sleep, work, school or relationships
  • The animal already lives with you or will once the request is approved

Your ESA Letter in Chattanooga: Its Reach and Its Limits

It helps you
  • Get a decision in writing, which you need if you have to escalate
  • Ask for pet fees to be waived — no longer automatic federally after May 2026, so ask in writing
  • Ask for an individual assessment of your animal instead of a blanket breed or weight rule
  • Ask for an exception to a no-pet policy as a reasonable accommodation
It does not
  • Need a registry, certificate, ID card or vest — none of those carry legal weight
  • Override a lawful denial for a direct threat, substantial damage or an exempt property
  • Make your animal fly as a service animal — airlines treat ESAs as pets since 2021
  • Give your animal access to stores, restaurants or workplaces — that is a trained service dog right under the ADA

2

Evaluation with a Tennessee therapist

How to Use Your ESA Letter With a Chattanooga Landlord

1Send a written request

Email or hand your landlord a short request: you have a disability-related need for your animal and are asking for an exception to the pet rule. Attach the letter.

2Answer only what is fair

A landlord may verify the need. They are not entitled to your diagnosis or medical records.

3Keep the paper trail

Note when you sent the request and how they responded. Silence for weeks is itself worth recording.

4If you are denied

Ask for the reason in writing, then contact Tennessee Human Rights Commission. A HUD complaint has a one-year window.

TN letter checklist

What a Valid TN ESA Letter Must Include

A strong TN letter is short and specific. Here is what it needs.

  1. A Tennessee-licensed therapist's signature

Out-of-state signatures are the most common reason letters fail.

  2. License number, type and issuing state

Managers check it against the Tennessee licensing board.

  3. A statement of disability-related need

That you have a disability and the animal helps with it — never the diagnosis.

  4. A current date

Most landlords treat a letter older than 12 months as stale.

  5. No registry certificate attached

A purchased certificate undermines an otherwise good letter.

Psychiatric service dogs

Need a PSD Letter in Chattanooga Instead?

A psychiatric service dog is trained to do specific work, such as grounding you during a flashback or guiding you out of a crowd. If that describes your dog, a PSD letter records those tasks, and trained animals are what HUD still enforces for after May 2026.

About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.

You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.

100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.

Questions

Chattanooga ESA Letter FAQ

Is an ESA letter valid in Chattanooga, TN?

It is, as long as a Tennessee-licensed therapist wrote it after actually evaluating you. Chattanooga landlords can verify the license number, and that check is where online-certificate letters fail.

How long does it take to get an ESA letter in Chattanooga?

Tennessee has no statutory waiting period, so a Tennessee-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval.

Can a Chattanooga landlord charge pet rent or a deposit for my ESA?

Since HUD's May 2026 change, a fee waiver for an untrained emotional support animal is no longer automatic federally. Ask for it in writing; whether it is required now depends on Tennessee law and your landlord. Damage is always chargeable. How fees work now →

Do I have to tell my Chattanooga landlord my diagnosis?

No. A landlord may verify that you have a disability-related need for the animal. They are not entitled to your diagnosis or your medical records, and a good letter does not include either.

Do I need a Tennessee therapist, or can anyone write my letter?

Use a therapist licensed in Tennessee. Telehealth crosses state lines but licensure does not, and an out-of-state signature is the most common reason a letter gets rejected.

Who can I contact about housing discrimination in Chattanooga?

Statewide: Tennessee Human Rights Commission. Federally: a HUD complaint within one year, or a private Fair Housing Act claim within two.

Can my Chattanooga landlord deny my emotional support animal?

They must consider the request, but may deny it for a direct threat, substantial damage, undue burden, an exempt property or documentation that is not credible. Ask for any denial in writing. If you are denied →

Can I use an ESA letter for an apartment I am applying for in Chattanooga?

Yes. You can make an accommodation request during the application as well as after you move in. Send it in writing with your letter, and keep a copy of what you sent and when.
