About 52.7% of households in San Diego rent their home, 3rd of California's five largest cities by renter share. With a median gross rent of $2,313 a month, the right building is hard enough to find without a pet policy ruling it out.

Think of an ESA letter as evidence, not permission. It is a licensed therapist's written confirmation that you have a disability-related need for your animal, and San Diego renters use it to ask a landlord to set aside a pet rule as an accommodation.
California requires a client–provider relationship of at least 30 days before an ESA letter can issue, so plan on two appointments about a month apart. You talk with a therapist, by phone or video, about how your condition affects daily life and what your animal does for you. They decide; you do not buy an outcome.
California protects assistance animals in its own law, so HUD's May 2026 enforcement change matters less here than in most states.

For a San Diego renter with an assistance animal, the practical problem is rarely the law — it is the listing that says "no pets" or "cats only, under 25 lbs." An accommodation request is how you ask for that rule to be set aside.

There is no official list of qualifying conditions. The test is whether a mental or emotional condition substantially limits a major life activity, and whether your animal helps with it. These come up most often:
Three steps. You are not charged for a letter unless the therapist approves you.
Answer a few questions about your situation. It is free, it takes a couple of minutes, and it tells you up front whether California has a waiting period.
A professional licensed in California meets you by phone or video, then again after the 30-day period California requires. It is a clinical conversation, not a form.
Once approved you receive the letter by email, written for housing use and ready to send with your accommodation request.
We do not sell certificates, vests or ID cards, because they carry no legal weight and can weaken your request.
$129 for up to two animals. No subscription, no renewal auto-charge, no add-on "registration."
Your letter confirms a need without naming a diagnosis, and your clinical information is handled under HIPAA.
Our guidance reflects HUD's May 2026 change and California's own rules, so you are not working from outdated advice.
Email or hand your landlord a short request: you have a disability-related need for your animal and are asking for an exception to the pet rule. Attach the letter.
If the landlord asks follow-up questions, answer about the need, not the diagnosis. Your records stay private.
Dates, emails, the lease clause and any reply. If this turns into a complaint, the record is the case.
Ask for the reason in writing, then contact Legal Aid Society of San Diego or California Civil Rights Department (CRD). A HUD complaint has a one-year window.

San Diego property managers see a lot of ESA paperwork. A letter missing any of these is easy to reject.
Out-of-state signatures are the most common reason letters fail.
Managers check it against the California licensing board.
That you have a disability and the animal helps with it — never the diagnosis.
Most landlords treat a letter older than 12 months as stale.
A purchased certificate undermines an otherwise good letter.
Some San Diego renters find their dog already does trained work for them. In that case a psychiatric service dog letter documents the tasks, and it lines up with HUD's 2026 focus on trained animals.
Pricing
The same flat price as everywhere in California. No subscription, and no charge for a letter unless a California-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.
