ESA certification vs ESA letter
One of these is a clinical document. The other is a printed card with a number on it. Landlords learned the difference years ago.

There is no ESA registry
Not a national one, not a state one, not an official one of any kind. No government agency registers emotional support animals. No agency certifies them. There is no accrediting body, no database and no ID number that means anything.
Every site selling registrations, certificates, ID cards, vests, patches or "lifetime membership" is selling merchandise. The number they issue exists only in their own database.

Certificates can actively hurt you
Property managers see these constantly. Attaching a registration certificate to an otherwise good letter signals that you shopped for paperwork rather than got evaluated, and it invites scrutiny of the letter you actually needed. Illinois goes further and makes clear in its own statute that a certificate is not a substitute for the documentation the law contemplates.
Why they still sell so well
They are fast, cheap, and they look official — seals, holograms, a number, sometimes a photo. They are designed to look like the thing you were hoping to buy. There is no evaluation, so there is no risk of being told no, which is exactly the problem: a document that nobody can be refused is a document that proves nothing.
The vest question
Vests and harnesses are not illegal to own or use, and some people use them simply to signal "please do not pet." They confer nothing legally. For a service dog they are optional, and businesses are not permitted to require them. For an emotional support animal there is no public access to signal in the first place.
The one place this gets legally serious
Misrepresenting an animal as a service animal is a criminal offense in a large number of states, and several states specifically penalize fraudulent assistance animal documentation. Florida makes it a misdemeanor. Texas attaches a civil penalty to submitting false documentation to a landlord. Buying a certificate and presenting it as proof of a service animal is precisely the conduct those laws were written for.

About the PSD letter: it is documentation from a licensed clinician, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.

Frequently Asked Questions
I already bought a registration. Is my money gone?
Probably, though it is worth asking for a refund — some sellers give them. Do not attach it to your accommodation request. Get a real letter and send that on its own.
My landlord asked for "certification."
They are using the wrong word, which is common. Send the clinician letter and explain that documentation of disability-related need is what the law contemplates, and that certification for emotional support animals does not exist.
What about service dog registries?
Same answer. The ADA does not recognize any registry or certification, and businesses are not permitted to require documentation for a service animal.
