An emotional support animal letter is documentation from a licensed mental health professional that you have a disability and that your animal helps with it. In Houston it does the same job as anywhere in Texas: it supports a reasonable accommodation request when a lease says no pets, limits breeds or caps weight.
Texas has no statutory waiting period, so a Texas-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval. You talk with a therapist, by phone or video, about how your condition affects daily life and what your animal does for you. They decide; you do not buy an outcome.
Texas has its own fair housing law, but how its agency treats untrained emotional support animals after HUD's May 2026 change is still settling, so documentation quality matters more than it used to.

57.9% of Houston households rent, the highest renter share among Texas's five largest cities. Median gross rent is $1,361 a month — 4th-highest median rent of Texas's five largest cities.
Those two numbers explain why pet policies come up so often here. When most of your choices are rentals and each listing competes on price, a no-pet clause, a breed list or a monthly pet charge can take a building off the table.
Houston sits in Harris County, Fort Bend County and Montgomery County. Because the city spans more than one county, check which county your building is in if you ever need a county-level agency.

Therapists do not work from a list of approved diagnoses. They look at how a condition affects your daily life and whether the animal eases it. Common examples among Houston clients:
Local, state and federal rules stack on top of each other here. Each can add protection; none can take away what another gives you.
We did not find a Houston ordinance that adds disability protection in housing (Houston has no city fair housing ordinance of its own; the 2014 Houston Equal Rights Ordinance, which would have covered disability in housing, was repealed by voters in November 2015). Texas and federal law carry your request.

The Fair Housing Act still requires landlords to consider accommodation requests. Since May 22, 2026, HUD itself pursues complaints only for individually trained animals; your private right to sue is unchanged. What changed →

Three steps. You are not charged for a letter unless the therapist approves you.
Answer a few questions about your situation. It is free, it takes a couple of minutes, and it tells you up front whether Texas has a waiting period.
Your evaluation is with a therapist licensed where you live. They can approve you, and they can decline.
If you are approved, your signed letter is emailed within about 15 minutes, ready to attach to your request to a Houston landlord.
$129 for up to two animals. No subscription, no renewal auto-charge, no add-on "registration."
We do not sell certificates, vests or ID cards, because they carry no legal weight and can weaken your request.
Our guidance reflects HUD's May 2026 change and Texas's own rules, so you are not working from outdated advice.
Your letter confirms a need without naming a diagnosis, and your clinical information is handled under HIPAA.
Say you have a disability, that you are asking for an accommodation to the pet policy, and attach your letter. No special form is required.
A landlord may verify the need. They are not entitled to your diagnosis or medical records.
Save a copy of everything you send and receive, with dates. Paper trails win disputes.
Ask for the reason in writing, then contact Greater Houston Fair Housing Center or Texas Workforce Commission, Civil Rights Division. A HUD complaint has a one-year window.

Houston property managers see a lot of ESA paperwork. A letter missing any of these is easy to reject.
Out-of-state signatures are the most common reason letters fail.
Managers check it against the Texas licensing board.
That you have a disability and the animal helps with it — never the diagnosis.
Most landlords treat a letter older than 12 months as stale.
A purchased certificate undermines an otherwise good letter.
A psychiatric service dog is trained to do specific work, such as grounding you during a flashback or guiding you out of a crowd. If that describes your dog, a PSD letter records those tasks, and trained animals are what HUD still enforces for after May 2026.
Pricing
The same flat price as everywhere in Texas. No subscription, and no charge for a letter unless a Texas-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.
Questions
It is, as long as a Texas-licensed therapist wrote it after actually evaluating you. Houston landlords can verify the license number, and that check is where online-certificate letters fail.

Since HUD's May 2026 change, a fee waiver for an untrained emotional support animal is no longer automatic federally. Ask for it in writing; whether it is required now depends on Texas law and your landlord. Damage is always chargeable. How fees work now →

No — not in Texas and not nationally. Registrations, ID cards and vests are products, not legal documents, and attaching one to your request can make it look weaker. Why registries are not documents →
No. Public access belongs to trained service animals under the ADA. A Houston business may decline an emotional support animal, and an ESA letter does not change that.
Yes. You can make an accommodation request during the application as well as after you move in. Send it in writing with your letter, and keep a copy of what you sent and when.
