ESA letters for ADHD
ADHD can support an ESA letter, but the case has to be built on functional impairment rather than on the diagnosis alone. Here is what makes the difference.

ADHD is a recognized disability, and it can substantially limit major life activities — concentrating, working, learning and self-regulating are all on the list. That said, a diagnosis by itself is not the test. Plenty of people manage ADHD well with medication and structure. The clinician is asking whether yours is currently limiting you in a meaningful way.
What a clinician is looking for
Not a checklist to perform — a picture of your actual functioning. These are the things that come up in evaluations for adhd:
- Trouble sustaining attention on tasks that are not immediately stimulating
- Chronic disorganization that has real consequences — missed deadlines, unpaid bills, lost jobs
- Time blindness: consistently late, consistently underestimating how long things take
- Emotional dysregulation and rejection sensitivity
- Restlessness that makes sitting through work or class genuinely hard
- Executive function that collapses under stress
How an animal helps, in terms a clinician can write down
The mechanism people describe most credibly with ADHD is external structure:
- An anchored schedule. Feeding and walking times are fixed points in a day that otherwise drifts.
- Regulation. Physical contact and short walks reset a nervous system that has been buzzing all afternoon.
- Reduced restlessness at home. Having something to attend to physically absorbs some of the fidget energy.
- A reason to leave. Movement is one of the best-evidenced non-medication supports for ADHD, and a dog enforces it.
Two things worth knowing before you start
Your letter will not name your diagnosis. A landlord is not entitled to it. The letter confirms you have a disability under the Fair Housing Act and that the animal is part of your treatment. That is the legally relevant fact and the only one you owe them.
Your state may have a waiting period. Arkansas, California, Iowa, Louisiana and Montana require a 30-day relationship with the clinician first. Check your state →
What has changed since May 2026
HUD narrowed federal enforcement on May 22, 2026. It now pursues Fair Housing Act complaints only where an animal is individually trained to do work or tasks for the person's disability. That does not invalidate your letter and it does not change what a clinician evaluates, but it does mean your state's law matters more than it used to. The full picture is here.

About the PSD letter: it is documentation from a licensed clinician, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.

Frequently Asked Questions
I was diagnosed as a child. Does that still count?
ADHD is lifelong, so a childhood diagnosis is relevant history. The clinician will still assess current functioning, since that is what the legal standard turns on.
Does taking stimulant medication make me less likely to qualify?
No. Treatment does not erase a disability, and the law does not evaluate you in your best-medicated hour. It looks at the condition and its effects.
How long does the whole thing take?
In 45 states, most people finish the questionnaire, get scheduled, and have the letter within a day or two — the letter itself lands about 15 minutes after the clinician approves you. In the five waiting-period states, plan on at least 30 days.
What if the clinician says no?
Then they say no, and you are not charged for a letter. That is the trade-off with a real evaluation, and it is also why a real evaluation is worth something to a landlord.
