ESA Letter in Los Angeles, CA
from a California-licensed therapist

Los Angeles is California's largest city, with about 3,869,089 residents in Los Angeles County. Roughly 64% of its households rent — the highest renter share among California's five largest cities — which makes the pet clause in a lease a practical question for a lot of people here.

Getting an ESA Letter in Los Angeles, CA

An emotional support animal letter is documentation from a licensed mental health professional that you have a disability and that your animal helps with it. In Los Angeles it does the same job as anywhere in California: it supports a reasonable accommodation request when a lease says no pets, limits breeds or caps weight.

California requires a client–provider relationship of at least 30 days before an ESA letter can issue, so plan on two appointments about a month apart. The evaluation is a real appointment by phone or video, and the therapist can say no. That is what makes the letter hold up when a property manager checks it.

California protects assistance animals in its own law, so HUD's May 2026 enforcement change matters less here than in most states.

Renting in Los Angeles: What ESA Tenants Should Know

64% of Los Angeles households rent, the highest renter share among California's five largest cities. Median gross rent is $1,933 a month — 4th-highest median rent of California's five largest cities.

Those two numbers explain why pet policies come up so often here. When most of your choices are rentals and each listing competes on price, a no-pet clause, a breed list or a monthly pet charge can take a building off the table.

Who qualifies

Who May Qualify for an ESA Letter in Los Angeles?

There is no official list of qualifying conditions. The test is whether a mental or emotional condition substantially limits a major life activity, and whether your animal helps with it. These come up most often:

What the evaluation looks for

  • The animal already lives with you or will once the request is approved
  • You are 18 or older, or a parent or guardian takes part
  • No prior diagnosis required; many people are assessed for the first time
  • An honest conversation with a therapist who can also say no
  • An animal that eases symptoms in a way you can describe

Your ESA Letter in Los Angeles: Its Reach and Its Limits

It helps you
  • Make the request before or after you move in — during an application counts
  • Keep your diagnosis private while still showing a verified need
  • Ask for an exception to a no-pet policy as a reasonable accommodation
  • Ask for an individual assessment of your animal instead of a blanket breed or weight rule
It does not
  • Excuse you from paying for damage your animal causes
  • Carry over from a therapist licensed in another state
  • Override a lawful denial for a direct threat, substantial damage or an exempt property
  • Need a registry, certificate, ID card or vest — none of those carry legal weight

ESA Housing Law in Los Angeles

Your rights in Los Angeles come from up to three sources. Here is what each one does now.

Local

Our review did not confirm a Los Angeles or county fair housing ordinance covering disability, so this page relies on California and federal law. If one applies to your building, it can only add protection.

California

Cal. Health & Safety Code § 122318 — AB 468 — 30-day relationship, California license, written disclosures. Complaints: California Civil Rights Department (CRD). 30-day relationship required before a letter can issue.

Federal

The Fair Housing Act still requires landlords to consider accommodation requests. Since May 22, 2026, HUD itself pursues complaints only for individually trained animals; your private right to sue is unchanged. What changed →

How to Get Your ESA Letter in Los Angeles

Three steps. You are not charged for a letter unless the therapist approves you.

1

Free screening

Answer a few questions about your situation. It is free, it takes a couple of minutes, and it tells you up front whether California has a waiting period.

2

Evaluation with a California therapist

Your evaluation is with a therapist licensed where you live, over two sessions to meet California's 30-day rule. They can approve you, and they can decline.

3

Your letter, ready to send

If you are approved, your signed letter is emailed, ready to attach to your request to a Los Angeles landlord.

Why Los Angeles Renters Choose Us

Flat pricing

$129 for up to two animals. No subscription, no renewal auto-charge, no add-on "registration."

No registries, ever

We do not sell certificates, vests or ID cards, because they carry no legal weight and can weaken your request.

Written for 2026

Our guidance reflects HUD's May 2026 change and California's own rules, so you are not working from outdated advice.

Private by default

Your letter confirms a need without naming a diagnosis, and your clinical information is handled under HIPAA.

How to Use Your ESA Letter With a Los Angeles Landlord

1Send a written request

Put it in writing. Two or three sentences are enough, plus your letter; a landlord's own "ESA form" is optional, not a requirement.

2Answer only what is fair

Verification of the license is fair; a demand for your medical file is not.

3Keep the paper trail

Dates, emails, the lease clause and any reply. If this turns into a complaint, the record is the case.

4If you are denied

Ask for the reason in writing, then contact Los Angeles Housing Department (LAHD) - Fair Housing or California Civil Rights Department (CRD). A HUD complaint has a one-year window.

What a Valid CA ESA Letter Must Include

Los Angeles property managers see a lot of ESA paperwork. A letter missing any of these is easy to reject.

  1. A California-licensed therapist's signature

Out-of-state signatures are the most common reason letters fail.

  2. License number, type and issuing state

Managers check it against the California licensing board.

  3. A statement of disability-related need

That you have a disability and the animal helps with it — never the diagnosis.

  4. A current date

Most landlords treat a letter older than 12 months as stale.

  5. No registry certificate attached

A purchased certificate undermines an otherwise good letter.

Psychiatric service dogs

Need a PSD Letter in Los Angeles Instead?

A psychiatric service dog is trained to do specific work, such as grounding you during a flashback or guiding you out of a crowd. If that describes your dog, a PSD letter records those tasks, and trained animals are what HUD still enforces for after May 2026.

  • No training needed
PSD letter · $149

About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.

You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.

100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.

Questions

Los Angeles ESA Letter FAQ

Is an ESA letter valid in Los Angeles, CA?

Yes. Los Angeles follows California and federal fair housing law, and both recognize a letter from a licensed therapist as support for an accommodation request. What it will not do is work in stores, on planes or as a registration.

How long does it take to get an ESA letter in Los Angeles?

California requires a client–provider relationship of at least 30 days before an ESA letter can issue, so plan on two appointments about a month apart.

Can a Los Angeles landlord charge pet rent or a deposit for my ESA?

California law addresses assistance animals independently of HUD, so ask in writing for fees to be waived and cite the state rule if you are charged. Damage is always chargeable. How fees work now →

Can my HOA or condo board in Los Angeles refuse my ESA?

An association is a housing provider, so it has to consider the request instead of pointing at its own rules. It can still deny on the usual narrow grounds. Requests to HOAs and condo boards →

Can one letter cover more than one animal?

Yes, if the therapist finds that each animal helps with your disability. The $129 letter covers up to two animals; $199 covers three or more.

Does my ESA letter expire?

There is no fixed legal expiry, but most Los Angeles property managers treat a letter older than 12 months as out of date, especially at lease renewal. Renewing an ESA letter →

Is there an ESA registry in California?

No — not in California and not nationally. Registrations, ID cards and vests are products, not legal documents, and attaching one to your request can make it look weaker. Why registries are not documents →

Can I take my ESA into stores or restaurants in Los Angeles?

No. Public access belongs to trained service animals under the ADA. A Los Angeles business may decline an emotional support animal, and an ESA letter does not change that.
