Jacksonville is Florida's largest city, with about 1,017,689 residents in Duval County. Roughly 42.4% of its households rent — 4th of Florida's five largest cities by renter share — which makes the pet clause in a lease a practical question for a lot of people here.

Think of an ESA letter as evidence, not permission. It is a licensed therapist's written confirmation that you have a disability-related need for your animal, and Jacksonville renters use it to ask a landlord to set aside a pet rule as an accommodation.
Florida has no statutory waiting period, so a Florida-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval. The evaluation is a real appointment by phone or video, and the therapist can say no. That is what makes the letter hold up when a property manager checks it.
Florida protects assistance animals in its own law, so HUD's May 2026 enforcement change matters less here than in most states. Jacksonville adds its own layer: Jacksonville Ordinance Code Title XI, ch. 408.

For a Jacksonville renter with an assistance animal, the practical problem is rarely the law — it is the listing that says "no pets" or "cats only, under 25 lbs." An accommodation request is how you ask for that rule to be set aside.

Qualifying is about function, not a label. If a condition makes sleep, work, study or relationships genuinely harder and your animal helps, an evaluation is worth having. Frequent examples:
Three steps. You are not charged for a letter unless the therapist approves you.
Answer a few questions about your situation. It is free, it takes a couple of minutes, and it tells you up front whether Florida has a waiting period.
A professional licensed in Florida meets you by phone or video. It is a clinical conversation, not a form.
Once approved you receive the letter by email, usually about 15 minutes later, written for housing use and ready to send with your accommodation request.
Most letters reach your inbox about 15 minutes after the therapist approves you.
A card hold confirms the booking. You are charged for a letter only when the therapist issues one.
A live appointment with someone who can decline. That is the difference between a letter and a purchased certificate.
Every letter is signed by a therapist licensed where you live, with the license number on the page for your landlord to check.
Say you have a disability, that you are asking for an accommodation to the pet policy, and attach your letter. No special form is required.
A landlord may verify the need. They are not entitled to your diagnosis or medical records.
Note when you sent the request and how they responded. Silence for weeks is itself worth recording.
Ask for the reason in writing, then contact Jacksonville Human Rights Commission or Florida Commission on Human Relations. A HUD complaint has a one-year window.

Most landlords treat a letter older than 12 months as stale.
A purchased certificate undermines an otherwise good letter.
A psychiatric service dog is trained to do specific work, such as grounding you during a flashback or guiding you out of a crowd. If that describes your dog, a PSD letter records those tasks, and trained animals are what HUD still enforces for after May 2026.
Pricing
The same flat price as everywhere in Florida. No subscription, and no charge for a letter unless a Florida-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.
Questions
Yes, for housing, when it comes from a therapist licensed in Florida after a real evaluation. It supports a reasonable accommodation request to your landlord; it does not register your animal or give it public access.
Jacksonville also has its own ordinance (Jacksonville Ordinance Code Title XI, ch. 408), which adds a local layer.
Florida has no statutory waiting period, so a Florida-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval.
Florida law addresses assistance animals independently of HUD, so ask in writing for fees to be waived and cite the state rule if you are charged. Damage is always chargeable. How fees work now →
No — not in Florida and not nationally. Registrations, ID cards and vests are products, not legal documents, and attaching one to your request can make it look weaker. Why registries are not documents →
There is no fixed legal expiry, but most Jacksonville property managers treat a letter older than 12 months as out of date, especially at lease renewal. Renewing an ESA letter →
Yes. You can make an accommodation request during the application as well as after you move in. Send it in writing with your letter, and keep a copy of what you sent and when.
No. Public access belongs to trained service animals under the ADA. A Jacksonville business may decline an emotional support animal, and an ESA letter does not change that.
