Mississippi law does not change air travel rules — those are federal. Since January 11, 2021, the Air Carrier Access Act no longer treats emotional support animals as service animals, and airlines are not required to accommodate them. Carriers treat ESAs as pets, subject to standard pet fees and carrier rules.
An ESA letter does not change this. If air travel is the primary need, that is worth discussing with a clinician — it is a different question from housing.
