About 48.2% of households in Philadelphia rent their home, 4th of Pennsylvania's five largest cities by renter share. With a median gross rent of $1,397 a month, the right building is hard enough to find without a pet policy ruling it out.

What a Philadelphia landlord actually needs from you is short: reliable confirmation, from someone licensed in Pennsylvania, that you have a disability and that your animal helps with it. That is all an ESA letter is — and a properly written one says nothing more.
Pennsylvania has no statutory waiting period, so a Pennsylvania-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval. The evaluation is a real appointment by phone or video, and the therapist can say no. That is what makes the letter hold up when a property manager checks it.
Pennsylvania protects assistance animals in its own law, so HUD's May 2026 enforcement change matters less here than in most states. Philadelphia adds its own layer: Phila. Code ch. 9-1100.

In a market like this, management companies tend to standardize pet rules across their buildings. The rule you meet at one property is often the rule at the next, which is why knowing how to request an accommodation matters more than finding a pet-friendly unit.

There is no official list of qualifying conditions. The test is whether a mental or emotional condition substantially limits a major life activity, and whether your animal helps with it. These come up most often:
Three layers apply to a Philadelphia rental. The strongest one that covers you decides your case.
Phila. Code ch. 9-1100 — Philadelphia's Fair Practices Ordinance bans housing discrimination, including based on disability, and is enforced by the city's Commission on Human Relations.
43 P.S. § 955(h) — Pennsylvania Human Relations Act — housing discrimination. Complaints: Pennsylvania Human Relations Commission.
The Fair Housing Act still requires landlords to consider accommodation requests. Since May 22, 2026, HUD itself pursues complaints only for individually trained animals; your private right to sue is unchanged. What changed →

Three steps. You are not charged for a letter unless the therapist approves you.
Start with a short screening so you know whether an evaluation makes sense for you before you book or pay anything.
Your evaluation is with a therapist licensed where you live. They can approve you, and they can decline.
If you are approved, your signed letter is emailed within about 15 minutes, ready to attach to your request to a Philadelphia landlord.
Every letter is signed by a therapist licensed where you live, with the license number on the page for your landlord to check.
A live appointment with someone who can decline. That is the difference between a letter and a purchased certificate.
A card hold confirms the booking. You are charged for a letter only when the therapist issues one.
Most letters reach your inbox about 15 minutes after the therapist approves you.
Say you have a disability, that you are asking for an accommodation to the pet policy, and attach your letter. No special form is required.
If the landlord asks follow-up questions, answer about the need, not the diagnosis. Your records stay private.
Note when you sent the request and how they responded. Silence for weeks is itself worth recording.
Ask for the reason in writing, then contact Philadelphia Commission on Human Relations or Pennsylvania Human Relations Commission. A HUD complaint has a one-year window.

A strong PA letter is short and specific. Here is what it needs.
Out-of-state signatures are the most common reason letters fail.
Managers check it against the Pennsylvania licensing board.
That you have a disability and the animal helps with it — never the diagnosis.
Most landlords treat a letter older than 12 months as stale.
A purchased certificate undermines an otherwise good letter.
Some Philadelphia renters find their dog already does trained work for them. In that case a psychiatric service dog letter documents the tasks, and it lines up with HUD's 2026 focus on trained animals.
Pricing
The same flat price as everywhere in Pennsylvania. No subscription, and no charge for a letter unless a Pennsylvania-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.
Questions
Yes, for housing, when it comes from a therapist licensed in Pennsylvania after a real evaluation. It supports a reasonable accommodation request to your landlord; it does not register your animal or give it public access.
Philadelphia also has its own ordinance (Phila. Code ch. 9-1100), which adds a local layer.

No. Public access belongs to trained service animals under the ADA. A Philadelphia business may decline an emotional support animal, and an ESA letter does not change that.
