An emotional support animal letter is documentation from a licensed mental health professional that you have a disability and that your animal helps with it. In Green Bay it does the same job as anywhere in Wisconsin: it supports a reasonable accommodation request when a lease says no pets, limits breeds or caps weight.
Wisconsin has no statutory waiting period, so a Wisconsin-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval. You talk with a therapist, by phone or video, about how your condition affects daily life and what your animal does for you. They decide; you do not buy an outcome.
Wisconsin has its own fair housing law, but how its agency treats untrained emotional support animals after HUD's May 2026 change is still settling, so documentation quality matters more than it used to. Green Bay adds its own layer: Green Bay Municipal Code ch. 12.

Wisconsin sets no relationship period
42.1% of Green Bay households rent, 3rd of Wisconsin's five largest cities by renter share. Median gross rent is $932 a month — the lowest median rent of Wisconsin's five largest cities, against $1,059 in Milwaukee.
Those two numbers explain why pet policies come up so often here. When most of your choices are rentals and each listing competes on price, a no-pet clause, a breed list or a monthly pet charge can take a building off the table.

Your rights in Green Bay come from up to three sources. Here is what each one does now.
Green Bay Municipal Code ch. 12 — Green Bay's Equal Rights Ordinance, which created its Equal Rights Commission, mirrors and expands on state and federal anti-discrimination law.

The Fair Housing Act still requires landlords to consider accommodation requests. Since May 22, 2026, HUD itself pursues complaints only for individually trained animals; your private right to sue is unchanged. What changed →

Therapists do not work from a list of approved diagnoses. They look at how a condition affects your daily life and whether the animal eases it. Common examples among Green Bay clients:
Three steps. You are not charged for a letter unless the therapist approves you.
Start with a short screening so you know whether an evaluation makes sense for you before you book or pay anything.
A professional licensed in Wisconsin meets you by phone or video. It is a clinical conversation, not a form.
Approval means a signed letter in your inbox shortly after the appointment, on letterhead with the therapist's license details.
A card hold confirms the booking. You are charged for a letter only when the therapist issues one.
Most letters reach your inbox about 15 minutes after the therapist approves you.
Every letter is signed by a therapist licensed where you live, with the license number on the page for your landlord to check.
A live appointment with someone who can decline. That is the difference between a letter and a purchased certificate.
Email or hand your landlord a short request: you have a disability-related need for your animal and are asking for an exception to the pet rule. Attach the letter.
If the landlord asks follow-up questions, answer about the need, not the diagnosis. Your records stay private.
Note when you sent the request and how they responded. Silence for weeks is itself worth recording.
Ask for the reason in writing, then contact City of Green Bay Fair Housing Services or Wisconsin Dept. of Workforce Development, Equal Rights Division. A HUD complaint has a one-year window.

A strong WI letter is short and specific. Here is what it needs.
Out-of-state signatures are the most common reason letters fail.
Managers check it against the Wisconsin licensing board.
That you have a disability and the animal helps with it — never the diagnosis.
Most landlords treat a letter older than 12 months as stale.
A purchased certificate undermines an otherwise good letter.
A psychiatric service dog is trained to do specific work, such as grounding you during a flashback or guiding you out of a crowd. If that describes your dog, a PSD letter records those tasks, and trained animals are what HUD still enforces for after May 2026.
Pricing
The same flat price as everywhere in Wisconsin. No subscription, and no charge for a letter unless a Wisconsin-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.
Questions
It is, as long as a Wisconsin-licensed therapist wrote it after actually evaluating you. Green Bay landlords can verify the license number, and that check is where online-certificate letters fail.
