A short questionnaire tells you whether an emotional support animal is likely to be appropriate, and shows North Dakota's timeline before you commit.
Minot is North Dakota's fourth-largest city, with about 47,308 residents in Ward County. Roughly 43.3% of its households rent — 3rd of North Dakota's five largest cities by renter share — which makes the pet clause in a lease a practical question for a lot of people here.

A legitimate ESA letter is one page from a North Dakota-licensed mental health professional. It is not a certificate, a registration or an ID card, and in Minot it is used for one thing: asking a housing provider for an exception to its pet policy.
North Dakota has no statutory waiting period, so a North Dakota-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval. You talk with a therapist, by phone or video, about how your condition affects daily life and what your animal does for you. They decide; you do not buy an outcome.
North Dakota has its own fair housing law, but how its agency treats untrained emotional support animals after HUD's May 2026 change is still settling, so documentation quality matters more than it used to.

Local, state and federal rules stack on top of each other here. Each can add protection; none can take away what another gives you.
Our review did not confirm a Minot or county fair housing ordinance covering disability, so this page relies on North Dakota and federal law. If one applies to your building, it can only add protection.

The Fair Housing Act still requires landlords to consider accommodation requests. Since May 22, 2026, HUD itself pursues complaints only for individually trained animals; your private right to sue is unchanged. What changed →

Therapists do not work from a list of approved diagnoses. They look at how a condition affects your daily life and whether the animal eases it. Common examples among Minot clients:
Three steps. You are not charged for a letter unless the therapist approves you.
A short questionnaire tells you whether an emotional support animal is likely to be appropriate, and shows North Dakota's timeline before you commit.
A professional licensed in North Dakota meets you by phone or video. It is a clinical conversation, not a form.
Once approved you receive the letter by email, usually about 15 minutes later, written for housing use and ready to send with your accommodation request.
Your letter confirms a need without naming a diagnosis, and your clinical information is handled under HIPAA.
Our guidance reflects HUD's May 2026 change and North Dakota's own rules, so you are not working from outdated advice.
We do not sell certificates, vests or ID cards, because they carry no legal weight and can weaken your request.
$129 for up to two animals. No subscription, no renewal auto-charge, no add-on "registration."
Email or hand your landlord a short request: you have a disability-related need for your animal and are asking for an exception to the pet rule. Attach the letter.
A landlord may verify the need. They are not entitled to your diagnosis or medical records.
Note when you sent the request and how they responded. Silence for weeks is itself worth recording.
Ask for the reason in writing, then contact High Plains Fair Housing Center or North Dakota Department of Labor and Human Rights. A HUD complaint has a one-year window.

These are the things a Minot leasing office checks first. Miss one and the request stalls.
Out-of-state signatures are the most common reason letters fail.
Managers check it against the North Dakota licensing board.
That you have a disability and the animal helps with it — never the diagnosis.
Most landlords treat a letter older than 12 months as stale.
A purchased certificate undermines an otherwise good letter.
A psychiatric service dog is trained to do specific work, such as grounding you during a flashback or guiding you out of a crowd. If that describes your dog, a PSD letter records those tasks, and trained animals are what HUD still enforces for after May 2026.
Pricing
The same flat price as everywhere in North Dakota. No subscription, and no charge for a letter unless a North Dakota-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.
Questions

No. Public access belongs to trained service animals under the ADA. A Minot business may decline an emotional support animal, and an ESA letter does not change that.
