A legitimate ESA letter is one page from an Oklahoma-licensed mental health professional. It is not a certificate, a registration or an ID card, and in Norman it is used for one thing: asking a housing provider for an exception to its pet policy.
Oklahoma has no statutory waiting period, so an Oklahoma-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval. You talk with a therapist, by phone or video, about how your condition affects daily life and what your animal does for you. They decide; you do not buy an outcome.
Oklahoma has its own fair housing law, but how its agency treats untrained emotional support animals after HUD's May 2026 change is still settling, so documentation quality matters more than it used to. Norman adds its own layer: Norman City Code ch. 7 (Civil Rights), §§ 7-101 et seq..

Pet rules in Norman leases usually arrive as a clause you sign without negotiating. A reasonable accommodation request is the one route that asks the landlord to treat your assistance animal differently from a pet.

There is no official list of qualifying conditions. The test is whether a mental or emotional condition substantially limits a major life activity, and whether your animal helps with it. These come up most often:
Three layers apply to a Norman rental. The strongest one that covers you decides your case.
Norman City Code ch. 7 (Civil Rights), §§ 7-101 et seq. — Norman's civil rights chapter, run by its Human Rights Commission, covers discrimination in housing and includes disability.
25 O.S. § 1452 — Oklahoma Fair Housing Act. Complaints: Oklahoma Attorney General’s Office of Civil Rights Enforcement.
The Fair Housing Act still requires landlords to consider accommodation requests. Since May 22, 2026, HUD itself pursues complaints only for individually trained animals; your private right to sue is unchanged. What changed →

Three steps. You are not charged for a letter unless the therapist approves you.
Start with a short screening so you know whether an evaluation makes sense for you before you book or pay anything.
Your evaluation is with a therapist licensed where you live. They can approve you, and they can decline.
Approval means a signed letter in your inbox shortly after the appointment, on letterhead with the therapist's license details.
A live appointment with someone who can decline. That is the difference between a letter and a purchased certificate.
Every letter is signed by a therapist licensed where you live, with the license number on the page for your landlord to check.
Most letters reach your inbox about 15 minutes after the therapist approves you.
A card hold confirms the booking. You are charged for a letter only when the therapist issues one.
Put it in writing. Two or three sentences are enough, plus your letter; a landlord's own "ESA form" is optional, not a requirement.
If the landlord asks follow-up questions, answer about the need, not the diagnosis. Your records stay private.
Dates, emails, the lease clause and any reply. If this turns into a complaint, the record is the case.
Ask for the reason in writing, then contact City of Norman Human Rights Commission or Oklahoma Attorney General’s Office of Civil Rights Enforcement. A HUD complaint has a one-year window.

Norman property managers see a lot of ESA paperwork. A letter missing any of these is easy to reject.
Out-of-state signatures are the most common reason letters fail.
Managers check it against the Oklahoma licensing board.
That you have a disability and the animal helps with it — never the diagnosis.
Most landlords treat a letter older than 12 months as stale.
A purchased certificate undermines an otherwise good letter.
Some Norman renters find their dog already does trained work for them. In that case a psychiatric service dog letter documents the tasks, and it lines up with HUD's 2026 focus on trained animals.
Pricing
The same flat price as everywhere in Oklahoma. No subscription, and no charge for a letter unless an Oklahoma-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.
Questions
It is, as long as an Oklahoma-licensed therapist wrote it after actually evaluating you. Norman landlords can verify the license number, and that check is where online-certificate letters fail.
Norman also has its own ordinance (Norman City Code ch. 7 (Civil Rights), §§ 7-101 et seq.), which adds a local layer.
Oklahoma has no statutory waiting period, so an Oklahoma-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval.
Since HUD's May 2026 change, a fee waiver for an untrained emotional support animal is no longer automatic federally. Ask for it in writing; whether it is required now depends on Oklahoma law and your landlord. Damage is always chargeable. How fees work now →

No. A landlord may verify that you have a disability-related need for the animal. They are not entitled to your diagnosis or your medical records, and a good letter does not include either.
Use a therapist licensed in Oklahoma. Telehealth crosses state lines but licensure does not, and an out-of-state signature is the most common reason a letter gets rejected.
