Pearl City (a census-designated place — Hawaii has no incorporated cities) is Hawaii's third-largest city, with about 45,295 residents in Honolulu County. Roughly 28.5% of its households rent — 4th of Hawaii's five largest cities by renter share — which makes the pet clause in a lease a practical question for a lot of people here.

Think of an ESA letter as evidence, not permission. It is a licensed therapist's written confirmation that you have a disability-related need for your animal, and Pearl City renters use it to ask a landlord to set aside a pet rule as an accommodation.
Hawaii has no statutory waiting period, so a Hawaii-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval. The evaluation is a real appointment by phone or video, and the therapist can say no. That is what makes the letter hold up when a property manager checks it.
Hawaii protects assistance animals in its own law, so HUD's May 2026 enforcement change matters less here than in most states.

28.5% of Pearl City households rent, 4th of Hawaii's five largest cities by renter share. Median gross rent is $2,316 a month — 2nd-highest median rent of Hawaii's five largest cities, against $1,823 in Honolulu.
For a Pearl City renter with an assistance animal, the practical problem is rarely the law — it is the listing that says "no pets" or "cats only, under 25 lbs." An accommodation request is how you ask for that rule to be set aside.

Therapists do not work from a list of approved diagnoses. They look at how a condition affects your daily life and whether the animal eases it. Common examples among Pearl City clients:
Three steps. You are not charged for a letter unless the therapist approves you.
Answer a few questions about your situation. It is free, it takes a couple of minutes, and it tells you up front whether Hawaii has a waiting period.
A professional licensed in Hawaii meets you by phone or video. It is a clinical conversation, not a form.
Once approved you receive the letter by email, usually about 15 minutes later, written for housing use and ready to send with your accommodation request.
We do not sell certificates, vests or ID cards, because they carry no legal weight and can weaken your request.
$129 for up to two animals. No subscription, no renewal auto-charge, no add-on "registration."
Your letter confirms a need without naming a diagnosis, and your clinical information is handled under HIPAA.
Our guidance reflects HUD's May 2026 change and Hawaii's own rules, so you are not working from outdated advice.
Email or hand your landlord a short request: you have a disability-related need for your animal and are asking for an exception to the pet rule. Attach the letter.
If the landlord asks follow-up questions, answer about the need, not the diagnosis. Your records stay private.
Dates, emails, the lease clause and any reply. If this turns into a complaint, the record is the case.
Ask for the reason in writing, then contact City and County of Honolulu Department of Community Services, Fair Housing Office or Hawaii Civil Rights Commission. A HUD complaint has a one-year window.

A strong HI letter is short and specific. Here is what it needs.
Out-of-state signatures are the most common reason letters fail.
Managers check it against the Hawaii licensing board.
That you have a disability and the animal helps with it — never the diagnosis.
Most landlords treat a letter older than 12 months as stale.
A purchased certificate undermines an otherwise good letter.
A psychiatric service dog is trained to do specific work, such as grounding you during a flashback or guiding you out of a crowd. If that describes your dog, a PSD letter records those tasks, and trained animals are what HUD still enforces for after May 2026.
Pricing
The same flat price as everywhere in Hawaii. No subscription, and no charge for a letter unless a Hawaii-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.
