Getting an ESA Letter in Raleigh, NC

Think of an ESA letter as evidence, not permission. It is a licensed therapist's written confirmation that you have a disability-related need for your animal, and Raleigh renters use it to ask a landlord to set aside a pet rule as an accommodation.

North Carolina has no statutory waiting period, so a North Carolina-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval. It is a clinical conversation rather than a form, and approval is not guaranteed — which is exactly why a Raleigh property manager can rely on it.

North Carolina has its own fair housing law, but how its agency treats untrained emotional support animals after HUD's May 2026 change is still settling, so documentation quality matters more than it used to. Raleigh adds its own layer: Raleigh Fair Housing Ordinance.

Renting in Raleigh: What ESA Tenants Should Know

49.3% of Raleigh households rent, 2nd of North Carolina's five largest cities by renter share. Median gross rent is $1,572 a month — 2nd-highest median rent of North Carolina's five largest cities, against $1,612 in Charlotte.

For a Raleigh renter with an assistance animal, the practical problem is rarely the law — it is the listing that says "no pets" or "cats only, under 25 lbs." An accommodation request is how you ask for that rule to be set aside.

Raleigh sits in Wake County and Durham County. Because the city spans more than one county, check which county your building is in if you ever need a county-level agency.

What an ESA Letter Does — and Doesn't Do — in Raleigh

It helps you
  • Ask for an individual assessment of your animal instead of a blanket breed or weight rule
  • Ask for an exception to a no-pet policy as a reasonable accommodation
  • Get a decision in writing, which you need if you have to escalate
  • Ask for pet fees to be waived — no longer automatic federally after May 2026, so ask in writing
It does not
  • Carry over from a therapist licensed in another state
  • Excuse you from paying for damage your animal causes
  • Make your animal fly as a service animal — airlines treat ESAs as pets since 2021
  • Give your animal access to stores, restaurants or workplaces — that is a trained service dog right under the ADA

ESA Housing Law in Raleigh

Local, state and federal rules stack on top of each other here. Each can add protection; none can take away what another gives you.

Local

Raleigh Fair Housing Ordinance — Raleigh's fair housing ordinance bans housing discrimination based on disability and is administered with a city Fair Housing Hearing Board.

North Carolina

N.C.G.S. § 41A-6 — State Fair Housing Act — unlawful discriminatory housing practices. Complaints: North Carolina Human Relations Commission.

Federal

The Fair Housing Act still requires landlords to consider accommodation requests. Since May 22, 2026, HUD itself pursues complaints only for individually trained animals; your private right to sue is unchanged. What changed →

Who qualifies

Who May Qualify for an ESA Letter in Raleigh?

Therapists do not work from a list of approved diagnoses. They look at how a condition affects your daily life and whether the animal eases it. Common examples among Raleigh clients:

What the evaluation looks for

  • You live in North Carolina, so a North Carolina-licensed therapist can evaluate you
  • A condition that limits daily life — sleep, work, school or relationships
  • An animal that eases symptoms in a way you can describe
  • An honest conversation with a therapist who can also say no
  • No prior diagnosis required; many people are assessed for the first time

Start with a short screening so you know whether an evaluation makes sense for you before you book or pay anything.

2

How to Use Your ESA Letter With a Raleigh Landlord

1Send a written request

Email or hand your landlord a short request: you have a disability-related need for your animal and are asking for an exception to the pet rule. Attach the letter.

2Answer only what is fair

If the landlord asks follow-up questions, answer about the need, not the diagnosis. Your records stay private.

3Keep the paper trail

Dates, emails, the lease clause and any reply. If this turns into a complaint, the record is the case.

4If you are denied

Ask for the reason in writing, then contact City of Raleigh Fair Housing Hearing Board (Housing & Community Development) or North Carolina Human Relations Commission. A HUD complaint has a one-year window.

NC letter checklist

What a Valid NC ESA Letter Must Include

A strong NC letter is short and specific. Here is what it needs.

  1. A North Carolina-licensed therapist's signature

Out-of-state signatures are the most common reason letters fail.

  2. License number, type and issuing state

Managers check it against the North Carolina licensing board.

  3. A statement of disability-related need

That you have a disability and the animal helps with it — never the diagnosis.

  4. A current date

Most landlords treat a letter older than 12 months as stale.

  5. No registry certificate attached

A purchased certificate undermines an otherwise good letter.

Psychiatric service dogs

Need a PSD Letter in Raleigh Instead?

A psychiatric service dog is trained to do specific work, such as grounding you during a flashback or guiding you out of a crowd. If that describes your dog, a PSD letter records those tasks, and trained animals are what HUD still enforces for after May 2026.

About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.

You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.

100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.

Questions

Raleigh ESA Letter FAQ

Is an ESA letter valid in Raleigh, NC?

Yes, for housing, when it comes from a therapist licensed in North Carolina after a real evaluation. It supports a reasonable accommodation request to your landlord; it does not register your animal or give it public access.

Raleigh also has its own ordinance (Raleigh Fair Housing Ordinance), which adds a local layer.

How long does it take to get an ESA letter in Raleigh?

North Carolina has no statutory waiting period, so a North Carolina-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval.

Can a Raleigh landlord charge pet rent or a deposit for my ESA?

Since HUD's May 2026 change, a fee waiver for an untrained emotional support animal is no longer automatic federally. Ask for it in writing; whether it is required now depends on North Carolina law and your landlord. Damage is always chargeable. How fees work now →

Who can I contact about housing discrimination in Raleigh?

Locally: City of Raleigh Fair Housing Hearing Board (Housing & Community Development) and Fair Housing Project of Legal Aid of North Carolina. Statewide: North Carolina Human Relations Commission. Federally: a HUD complaint within one year, or a private Fair Housing Act claim within two.

Can my Raleigh landlord deny my emotional support animal?

They must consider the request, but may deny it for a direct threat, substantial damage, undue burden, an exempt property or documentation that is not credible. Ask for any denial in writing. City of Raleigh Fair Housing Hearing Board (Housing & Community Development) can help you respond. If you are denied →

Do I have to tell my Raleigh landlord my diagnosis?

No. A landlord may verify that you have a disability-related need for the animal. They are not entitled to your diagnosis or your medical records, and a good letter does not include either.

Do I need a North Carolina therapist, or can anyone write my letter?

Use a therapist licensed in North Carolina. Telehealth crosses state lines but licensure does not, and an out-of-state signature is the most common reason a letter gets rejected.

Is there an ESA registry in North Carolina?

No — not in North Carolina and not nationally. Registrations, ID cards and vests are products, not legal documents, and attaching one to your request can make it look weaker. Why registries are not documents →
