A short questionnaire tells you whether an emotional support animal is likely to be appropriate, and shows Vermont's timeline before you commit.
About 38.4% of households in South Burlington rent their home, the lowest renter share among Vermont's five largest cities. With a median gross rent of $1,787 a month, the right building is hard enough to find without a pet policy ruling it out.

An emotional support animal letter is documentation from a licensed mental health professional that you have a disability and that your animal helps with it. In South Burlington it does the same job as anywhere in Vermont: it supports a reasonable accommodation request when a lease says no pets, limits breeds or caps weight.
Vermont has no statutory waiting period, so a Vermont-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval. The evaluation is a real appointment by phone or video, and the therapist can say no. That is what makes the letter hold up when a property manager checks it.
Vermont has its own fair housing law, but how its agency treats untrained emotional support animals after HUD's May 2026 change is still settling, so documentation quality matters more than it used to.

38.4% of South Burlington households rent, the lowest renter share among Vermont's five largest cities. Median gross rent is $1,787 a month — the highest median rent of Vermont's five largest cities, against $1,649 in Burlington.
Those two numbers explain why pet policies come up so often here. When most of your choices are rentals and each listing competes on price, a no-pet clause, a breed list or a monthly pet charge can take a building off the table.

Local, state and federal rules stack on top of each other here. Each can add protection; none can take away what another gives you.
Our review did not confirm a South Burlington or county fair housing ordinance covering disability, so this page relies on Vermont and federal law. If one applies to your building, it can only add protection.

The Fair Housing Act still requires landlords to consider accommodation requests. Since May 22, 2026, HUD itself pursues complaints only for individually trained animals; your private right to sue is unchanged. What changed →

Qualifying is about function, not a label. If a condition makes sleep, work, study or relationships genuinely harder and your animal helps, an evaluation is worth having. Frequent examples:
Three steps. You are not charged for a letter unless the therapist approves you.
A short questionnaire tells you whether an emotional support animal is likely to be appropriate, and shows Vermont's timeline before you commit.
You speak with a Vermont-licensed therapist about your symptoms and what your animal does for you.
Once approved you receive the letter by email, usually about 15 minutes later, written for housing use and ready to send with your accommodation request.
$129 for up to two animals. No subscription, no renewal auto-charge, no add-on "registration."
We do not sell certificates, vests or ID cards, because they carry no legal weight and can weaken your request.
Our guidance reflects HUD's May 2026 change and Vermont's own rules, so you are not working from outdated advice.
Your letter confirms a need without naming a diagnosis, and your clinical information is handled under HIPAA.
Put it in writing. Two or three sentences are enough, plus your letter; a landlord's own "ESA form" is optional, not a requirement.
Verification of the license is fair; a demand for your medical file is not.
Dates, emails, the lease clause and any reply. If this turns into a complaint, the record is the case.
Ask for the reason in writing, then contact CVOEO Fair Housing Project or Vermont Human Rights Commission. A HUD complaint has a one-year window.

A strong VT letter is short and specific. Here is what it needs.
Out-of-state signatures are the most common reason letters fail.
Managers check it against the Vermont licensing board.
That you have a disability and the animal helps with it — never the diagnosis.
Most landlords treat a letter older than 12 months as stale.
A purchased certificate undermines an otherwise good letter.
If your dog is individually trained to perform tasks for a psychiatric disability — interrupting a panic attack, deep pressure, waking you from a nightmare — a psychiatric service dog letter may fit better. After May 2026, trained animals are also where federal housing enforcement is focused.
Pricing
The same flat price as everywhere in Vermont. No subscription, and no charge for a letter unless a Vermont-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.
Questions
Yes. South Burlington follows Vermont and federal fair housing law, and both recognize a letter from a licensed therapist as support for an accommodation request. What it will not do is work in stores, on planes or as a registration.
Vermont has no statutory waiting period, so a Vermont-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval.
Since HUD's May 2026 change, a fee waiver for an untrained emotional support animal is no longer automatic federally. Ask for it in writing; whether it is required now depends on Vermont law and your landlord. Damage is always chargeable. How fees work now →
$129 for up to two animals and $199 for three or more, paid once. A psychiatric service dog letter is $149. You are not charged for a letter unless the therapist approves you.
There is no fixed legal expiry, but most South Burlington property managers treat a letter older than 12 months as out of date, especially at lease renewal. Renewing an ESA letter →
No — not in Vermont and not nationally. Registrations, ID cards and vests are products, not legal documents, and attaching one to your request can make it look weaker. Why registries are not documents →
No. Public access belongs to trained service animals under the ADA. A South Burlington business may decline an emotional support animal, and an ESA letter does not change that.
Yes. You can make an accommodation request during the application as well as after you move in. Send it in writing with your letter, and keep a copy of what you sent and when.
