Carmel is Indiana's fourth-largest city, with about 105,634 residents in Hamilton County. Roughly 25.7% of its households rent — 4th of Indiana's five largest cities by renter share — which makes the pet clause in a lease a practical question for a lot of people here.

Think of an ESA letter as evidence, not permission. It is a licensed therapist's written confirmation that you have a disability-related need for your animal, and Carmel renters use it to ask a landlord to set aside a pet rule as an accommodation.
Indiana has no statutory waiting period, so an Indiana-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval. You talk with a therapist, by phone or video, about how your condition affects daily life and what your animal does for you. They decide; you do not buy an outcome.
Indiana has its own fair housing law, but how its agency treats untrained emotional support animals after HUD's May 2026 change is still settling, so documentation quality matters more than it used to. Carmel adds its own layer: Carmel anti-discrimination ordinance (2015).

Indiana sets no relationship period
25.7% of Carmel households rent, 4th of Indiana's five largest cities by renter share. Median gross rent is $1,712 a month — the highest median rent of Indiana's five largest cities, against $1,156 in Indianapolis.
For a Carmel renter with an assistance animal, the practical problem is rarely the law — it is the listing that says "no pets" or "cats only, under 25 lbs." An accommodation request is how you ask for that rule to be set aside.

Your rights in Carmel come from up to three sources. Here is what each one does now.
Carmel anti-discrimination ordinance (2015) — Carmel's 2015 ordinance bans discrimination in housing and other areas based on traits including disability, and the city attorney enforces it with citations and fines.
Ind. Code § 22-9.5-5 — Indiana Fair Housing Act — discriminatory practices. Complaints: Indiana Civil Rights Commission.
The Fair Housing Act still requires landlords to consider accommodation requests. Since May 22, 2026, HUD itself pursues complaints only for individually trained animals; your private right to sue is unchanged. What changed →

There is no official list of qualifying conditions. The test is whether a mental or emotional condition substantially limits a major life activity, and whether your animal helps with it. These come up most often:
Three steps. You are not charged for a letter unless the therapist approves you.
Start with a short screening so you know whether an evaluation makes sense for you before you book or pay anything.
You speak with an Indiana-licensed therapist about your symptoms and what your animal does for you.
If you are approved, your signed letter is emailed within about 15 minutes, ready to attach to your request to a Carmel landlord.
Most letters reach your inbox about 15 minutes after the therapist approves you.
A card hold confirms the booking. You are charged for a letter only when the therapist issues one.
A live appointment with someone who can decline. That is the difference between a letter and a purchased certificate.
Every letter is signed by a therapist licensed where you live, with the license number on the page for your landlord to check.
Put it in writing. Two or three sentences are enough, plus your letter; a landlord's own "ESA form" is optional, not a requirement.
Verification of the license is fair; a demand for your medical file is not.
Save a copy of everything you send and receive, with dates. Paper trails win disputes.
Ask for the reason in writing, then contact Fair Housing Center of Central Indiana or Indiana Civil Rights Commission. A HUD complaint has a one-year window.

A strong IN letter is short and specific. Here is what it needs.
Out-of-state signatures are the most common reason letters fail.
Managers check it against the Indiana licensing board.
That you have a disability and the animal helps with it — never the diagnosis.
Most landlords treat a letter older than 12 months as stale.
A purchased certificate undermines an otherwise good letter.
Some Carmel renters find their dog already does trained work for them. In that case a psychiatric service dog letter documents the tasks, and it lines up with HUD's 2026 focus on trained animals.
Pricing
The same flat price as everywhere in Indiana. No subscription, and no charge for a letter unless an Indiana-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.
Questions
Yes, for housing, when it comes from a therapist licensed in Indiana after a real evaluation. It supports a reasonable accommodation request to your landlord; it does not register your animal or give it public access.
Carmel also has its own ordinance (Carmel anti-discrimination ordinance (2015)), which adds a local layer.
Indiana has no statutory waiting period, so an Indiana-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval.
Since HUD's May 2026 change, a fee waiver for an untrained emotional support animal is no longer automatic federally. Ask for it in writing; whether it is required now depends on Indiana law and your landlord. Damage is always chargeable. How fees work now →
No — not in Indiana and not nationally. Registrations, ID cards and vests are products, not legal documents, and attaching one to your request can make it look weaker. Why registries are not documents →
There is no fixed legal expiry, but most Carmel property managers treat a letter older than 12 months as out of date, especially at lease renewal. Renewing an ESA letter →
Yes. You can make an accommodation request during the application as well as after you move in. Send it in writing with your letter, and keep a copy of what you sent and when.
No. Public access belongs to trained service animals under the ADA. A Carmel business may decline an emotional support animal, and an ESA letter does not change that.
