About 45.9% of households in Erie rent their home, the lowest renter share among Pennsylvania's five largest cities. With a median gross rent of $870 a month, the right building is hard enough to find without a pet policy ruling it out.

An emotional support animal letter is documentation from a licensed mental health professional that you have a disability and that your animal helps with it. In Erie it does the same job as anywhere in Pennsylvania: it supports a reasonable accommodation request when a lease says no pets, limits breeds or caps weight.
Pennsylvania has no statutory waiting period, so a Pennsylvania-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval. You talk with a therapist, by phone or video, about how your condition affects daily life and what your animal does for you. They decide; you do not buy an outcome.
Pennsylvania protects assistance animals in its own law, so HUD's May 2026 enforcement change matters less here than in most states. Erie adds its own layer: Erie County Human Relations Commission Ordinance.

45.9% of Erie households rent, the lowest renter share among Pennsylvania's five largest cities. Median gross rent is $870 a month — the lowest median rent of Pennsylvania's five largest cities, against $1,397 in Philadelphia.
Those two numbers explain why pet policies come up so often here. When most of your choices are rentals and each listing competes on price, a no-pet clause, a breed list or a monthly pet charge can take a building off the table.

Qualifying is about function, not a label. If a condition makes sleep, work, study or relationships genuinely harder and your animal helps, an evaluation is worth having. Frequent examples:

Three steps. You are not charged for a letter unless the therapist approves you.
Start with a short screening so you know whether an evaluation makes sense for you before you book or pay anything.
A professional licensed in Pennsylvania meets you by phone or video. It is a clinical conversation, not a form.
Approval means a signed letter in your inbox shortly after the appointment, on letterhead with the therapist's license details.
A card hold confirms the booking. You are charged for a letter only when the therapist issues one.
Most letters reach your inbox about 15 minutes after the therapist approves you.
Every letter is signed by a therapist licensed where you live, with the license number on the page for your landlord to check.
A live appointment with someone who can decline. That is the difference between a letter and a purchased certificate.
Put it in writing. Two or three sentences are enough, plus your letter; a landlord's own "ESA form" is optional, not a requirement.
Verification of the license is fair; a demand for your medical file is not.
Dates, emails, the lease clause and any reply. If this turns into a complaint, the record is the case.
Ask for the reason in writing, then contact Erie County Human Relations Commission or Pennsylvania Human Relations Commission. A HUD complaint has a one-year window.

Out-of-state signatures are the most common reason letters fail.

Most landlords treat a letter older than 12 months as stale.
A purchased certificate undermines an otherwise good letter.
Some Erie renters find their dog already does trained work for them. In that case a psychiatric service dog letter documents the tasks, and it lines up with HUD's 2026 focus on trained animals.
Pricing
The same flat price as everywhere in Pennsylvania. No subscription, and no charge for a letter unless a Pennsylvania-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.

Yes, for housing, when it comes from a therapist licensed in Pennsylvania after a real evaluation. It supports a reasonable accommodation request to your landlord; it does not register your animal or give it public access.
