A short questionnaire tells you whether an emotional support animal is likely to be appropriate, and shows Pennsylvania's timeline before you commit.
Median gross rent in Pittsburgh is $1,261 a month, 3rd-highest median rent of Pennsylvania's five largest cities. 52.3% of households rent, so a large share of the 307,632 people who live here deal with landlords, leases and pet policies directly.

A legitimate ESA letter is one page from a Pennsylvania-licensed mental health professional. It is not a certificate, a registration or an ID card, and in Pittsburgh it is used for one thing: asking a housing provider for an exception to its pet policy.
Pennsylvania has no statutory waiting period, so a Pennsylvania-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval. You talk with a therapist, by phone or video, about how your condition affects daily life and what your animal does for you. They decide; you do not buy an outcome.
Pennsylvania protects assistance animals in its own law, so HUD's May 2026 enforcement change matters less here than in most states. Pittsburgh adds its own layer: Pittsburgh Code of Ordinances Title 6, Art. V (chs. 651-659).

Pet rules in Pittsburgh leases usually arrive as a clause you sign without negotiating. A reasonable accommodation request is the one route that asks the landlord to treat your assistance animal differently from a pet.

Qualifying is about function, not a label. If a condition makes sleep, work, study or relationships genuinely harder and your animal helps, an evaluation is worth having. Frequent examples:
Your rights in Pittsburgh come from up to three sources. Here is what each one does now.
Pittsburgh Code of Ordinances Title 6, Art. V (chs. 651-659) — Pittsburgh has its own human relations law covering housing, enforced by the city's Commission on Human Relations.
43 P.S. § 955(h) — Pennsylvania Human Relations Act — housing discrimination. Complaints: Pennsylvania Human Relations Commission.
The Fair Housing Act still requires landlords to consider accommodation requests. Since May 22, 2026, HUD itself pursues complaints only for individually trained animals; your private right to sue is unchanged. What changed →

Three steps. You are not charged for a letter unless the therapist approves you.
A short questionnaire tells you whether an emotional support animal is likely to be appropriate, and shows Pennsylvania's timeline before you commit.
A professional licensed in Pennsylvania meets you by phone or video. It is a clinical conversation, not a form.
Once approved you receive the letter by email, usually about 15 minutes later, written for housing use and ready to send with your accommodation request.
Your letter confirms a need without naming a diagnosis, and your clinical information is handled under HIPAA.
Our guidance reflects HUD's May 2026 change and Pennsylvania's own rules, so you are not working from outdated advice.
We do not sell certificates, vests or ID cards, because they carry no legal weight and can weaken your request.
$129 for up to two animals. No subscription, no renewal auto-charge, no add-on "registration."
Email or hand your landlord a short request: you have a disability-related need for your animal and are asking for an exception to the pet rule. Attach the letter.
A landlord may verify the need. They are not entitled to your diagnosis or medical records.
Note when you sent the request and how they responded. Silence for weeks is itself worth recording.
Ask for the reason in writing, then contact Pittsburgh Commission on Human Relations or Pennsylvania Human Relations Commission. A HUD complaint has a one-year window.

These are the things a Pittsburgh leasing office checks first. Miss one and the request stalls.
Out-of-state signatures are the most common reason letters fail.

That you have a disability and the animal helps with it — never the diagnosis.
Most landlords treat a letter older than 12 months as stale.
A purchased certificate undermines an otherwise good letter.
Some Pittsburgh renters find their dog already does trained work for them. In that case a psychiatric service dog letter documents the tasks, and it lines up with HUD's 2026 focus on trained animals.
Pricing
The same flat price as everywhere in Pennsylvania. No subscription, and no charge for a letter unless a Pennsylvania-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.
Questions
Yes, for housing, when it comes from a therapist licensed in Pennsylvania after a real evaluation. It supports a reasonable accommodation request to your landlord; it does not register your animal or give it public access.
Pittsburgh also has its own ordinance (Pittsburgh Code of Ordinances Title 6, Art. V (chs. 651-659)), which adds a local layer.

Yes. You can make an accommodation request during the application as well as after you move in. Send it in writing with your letter, and keep a copy of what you sent and when.
No. Public access belongs to trained service animals under the ADA. A Pittsburgh business may decline an emotional support animal, and an ESA letter does not change that.
