A short questionnaire tells you whether an emotional support animal is likely to be appropriate, and shows California's timeline before you commit.
Fresno is California's fifth-largest city, with about 555,549 residents in Fresno County. Roughly 49.9% of its households rent — 4th of California's five largest cities by renter share — which makes the pet clause in a lease a practical question for a lot of people here.

A legitimate ESA letter is one page from a California-licensed mental health professional. It is not a certificate, a registration or an ID card, and in Fresno it is used for one thing: asking a housing provider for an exception to its pet policy.
California requires a client–provider relationship of at least 30 days before an ESA letter can issue, so plan on two appointments about a month apart. It is a clinical conversation rather than a form, and approval is not guaranteed — which is exactly why a Fresno property manager can rely on it.
California protects assistance animals in its own law, so HUD's May 2026 enforcement change matters less here than in most states.

Pet rules in Fresno leases usually arrive as a clause you sign without negotiating. A reasonable accommodation request is the one route that asks the landlord to treat your assistance animal differently from a pet.

Three layers apply to a Fresno rental. The strongest one that covers you decides your case.
Our review did not confirm a Fresno or county fair housing ordinance covering disability, so this page relies on California and federal law. If one applies to your building, it can only add protection.

Qualifying is about function, not a label. If a condition makes sleep, work, study or relationships genuinely harder and your animal helps, an evaluation is worth having. Frequent examples:
Three steps. You are not charged for a letter unless the therapist approves you.
A short questionnaire tells you whether an emotional support animal is likely to be appropriate, and shows California's timeline before you commit.
A professional licensed in California meets you by phone or video, then again after the 30-day period California requires. It is a clinical conversation, not a form.
Once approved you receive the letter by email, written for housing use and ready to send with your accommodation request.
Your letter confirms a need without naming a diagnosis, and your clinical information is handled under HIPAA.
Our guidance reflects HUD's May 2026 change and California's own rules, so you are not working from outdated advice.
We do not sell certificates, vests or ID cards, because they carry no legal weight and can weaken your request.
$129 for up to two animals. No subscription, no renewal auto-charge, no add-on "registration."
Email or hand your landlord a short request: you have a disability-related need for your animal and are asking for an exception to the pet rule. Attach the letter.
A landlord may verify the need. They are not entitled to your diagnosis or medical records.
Note when you sent the request and how they responded. Silence for weeks is itself worth recording.
Ask for the reason in writing, then contact Fair Housing Council of Central California or California Civil Rights Department (CRD). A HUD complaint has a one-year window.

A strong CA letter is short and specific. Here is what it needs.
Out-of-state signatures are the most common reason letters fail.
Managers check it against the California licensing board.
That you have a disability and the animal helps with it — never the diagnosis.
Most landlords treat a letter older than 12 months as stale.
A purchased certificate undermines an otherwise good letter.
If your dog is individually trained to perform tasks for a psychiatric disability — interrupting a panic attack, deep pressure, waking you from a nightmare — a psychiatric service dog letter may fit better. After May 2026, trained animals are also where federal housing enforcement is focused.
Pricing
The same flat price as everywhere in California. No subscription, and no charge for a letter unless a California-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.
Questions
Yes. Fresno follows California and federal fair housing law, and both recognize a letter from a licensed therapist as support for an accommodation request. What it will not do is work in stores, on planes or as a registration.
California requires a client–provider relationship of at least 30 days before an ESA letter can issue, so plan on two appointments about a month apart.
California law addresses assistance animals independently of HUD, so ask in writing for fees to be waived and cite the state rule if you are charged. Damage is always chargeable. How fees work now →
Yes. You can make an accommodation request during the application as well as after you move in. Send it in writing with your letter, and keep a copy of what you sent and when.
No. Public access belongs to trained service animals under the ADA. A Fresno business may decline an emotional support animal, and an ESA letter does not change that.
No — not in California and not nationally. Registrations, ID cards and vests are products, not legal documents, and attaching one to your request can make it look weaker. Why registries are not documents →
There is no fixed legal expiry, but most Fresno property managers treat a letter older than 12 months as out of date, especially at lease renewal. Renewing an ESA letter →
No. A landlord may verify that you have a disability-related need for the animal. They are not entitled to your diagnosis or your medical records, and a good letter does not include either.
