A short questionnaire tells you whether an emotional support animal is likely to be appropriate, and shows California's timeline before you commit.
Median gross rent in San Jose is $2,669 a month, the highest median rent of California's five largest cities. 44.2% of households rent, so a large share of the 989,814 people who live here deal with landlords, leases and pet policies directly.

What a San Jose landlord actually needs from you is short: reliable confirmation, from someone licensed in California, that you have a disability and that your animal helps with it. That is all an ESA letter is — and a properly written one says nothing more.
California requires a client–provider relationship of at least 30 days before an ESA letter can issue, so plan on two appointments about a month apart. You talk with a therapist, by phone or video, about how your condition affects daily life and what your animal does for you. They decide; you do not buy an outcome.
California protects assistance animals in its own law, so HUD's May 2026 enforcement change matters less here than in most states.

In a market like this, management companies tend to standardize pet rules across their buildings. The rule you meet at one property is often the rule at the next, which is why knowing how to request an accommodation matters more than finding a pet-friendly unit.

Three layers apply to a San Jose rental. The strongest one that covers you decides your case.

Qualifying is about function, not a label. If a condition makes sleep, work, study or relationships genuinely harder and your animal helps, an evaluation is worth having. Frequent examples:
Three steps. You are not charged for a letter unless the therapist approves you.
A short questionnaire tells you whether an emotional support animal is likely to be appropriate, and shows California's timeline before you commit.
A professional licensed in California meets you by phone or video, then again after the 30-day period California requires. It is a clinical conversation, not a form.
Approval means a signed letter in your inbox once the waiting period is complete, on letterhead with the therapist's license details.
Every letter is signed by a therapist licensed where you live, with the license number on the page for your landlord to check.
A live appointment with someone who can decline. That is the difference between a letter and a purchased certificate.
A card hold confirms the booking. You are charged for a letter only when the therapist issues one.
We schedule both California appointments, so the letter is compliant the day it issues.
Email or hand your landlord a short request: you have a disability-related need for your animal and are asking for an exception to the pet rule. Attach the letter.
Verification of the license is fair; a demand for your medical file is not.
Dates, emails, the lease clause and any reply. If this turns into a complaint, the record is the case.
Ask for the reason in writing, then contact Project Sentinel or California Civil Rights Department (CRD). A HUD complaint has a one-year window.

San Jose property managers see a lot of ESA paperwork. A letter missing any of these is easy to reject.
Out-of-state signatures are the most common reason letters fail.
Managers check it against the California licensing board.
That you have a disability and the animal helps with it — never the diagnosis.
Most landlords treat a letter older than 12 months as stale.
A purchased certificate undermines an otherwise good letter.
Some San Jose renters find their dog already does trained work for them. In that case a psychiatric service dog letter documents the tasks, and it lines up with HUD's 2026 focus on trained animals.
Pricing
The same flat price as everywhere in California. No subscription, and no charge for a letter unless a California-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.
Questions
It is, as long as a California-licensed therapist wrote it after actually evaluating you. San Jose landlords can verify the license number, and that check is where online-certificate letters fail.

Yes, if the therapist finds that each animal helps with your disability. The $129 letter covers up to two animals; $199 covers three or more.
No. Public access belongs to trained service animals under the ADA. A San Jose business may decline an emotional support animal, and an ESA letter does not change that.
