A short questionnaire tells you whether an emotional support animal is likely to be appropriate, and shows Connecticut's timeline before you commit.
About 74.3% of households in Hartford rent their home, the highest renter share among Connecticut's five largest cities. With a median gross rent of $1,269 a month, the right building is hard enough to find without a pet policy ruling it out.

Think of an ESA letter as evidence, not permission. It is a licensed therapist's written confirmation that you have a disability-related need for your animal, and Hartford renters use it to ask a landlord to set aside a pet rule as an accommodation.
Connecticut has no statutory waiting period, so a Connecticut-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval. The evaluation is a real appointment by phone or video, and the therapist can say no. That is what makes the letter hold up when a property manager checks it.
Connecticut has its own fair housing law, but how its agency treats untrained emotional support animals after HUD's May 2026 change is still settling, so documentation quality matters more than it used to.

For a Hartford renter with an assistance animal, the practical problem is rarely the law — it is the listing that says "no pets" or "cats only, under 25 lbs." An accommodation request is how you ask for that rule to be set aside.

Therapists do not work from a list of approved diagnoses. They look at how a condition affects your daily life and whether the animal eases it. Common examples among Hartford clients:
Three steps. You are not charged for a letter unless the therapist approves you.
A short questionnaire tells you whether an emotional support animal is likely to be appropriate, and shows Connecticut's timeline before you commit.
Your evaluation is with a therapist licensed where you live. They can approve you, and they can decline.
Approval means a signed letter in your inbox shortly after the appointment, on letterhead with the therapist's license details.
Most letters reach your inbox about 15 minutes after the therapist approves you.
A card hold confirms the booking. You are charged for a letter only when the therapist issues one.
A live appointment with someone who can decline. That is the difference between a letter and a purchased certificate.
Every letter is signed by a therapist licensed where you live, with the license number on the page for your landlord to check.
Say you have a disability, that you are asking for an accommodation to the pet policy, and attach your letter. No special form is required.
A landlord may verify the need. They are not entitled to your diagnosis or medical records.
Note when you sent the request and how they responded. Silence for weeks is itself worth recording.
Ask for the reason in writing, then contact Connecticut Fair Housing Center or Connecticut Commission on Human Rights and Opportunities (CHRO). A HUD complaint has a one-year window.

Hartford property managers see a lot of ESA paperwork. A letter missing any of these is easy to reject.
Out-of-state signatures are the most common reason letters fail.
Managers check it against the Connecticut licensing board.
That you have a disability and the animal helps with it — never the diagnosis.
Most landlords treat a letter older than 12 months as stale.
A purchased certificate undermines an otherwise good letter.
If your dog is individually trained to perform tasks for a psychiatric disability — interrupting a panic attack, deep pressure, waking you from a nightmare — a psychiatric service dog letter may fit better. After May 2026, trained animals are also where federal housing enforcement is focused.
Pricing
The same flat price as everywhere in Connecticut. No subscription, and no charge for a letter unless a Connecticut-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.
Questions
It is, as long as a Connecticut-licensed therapist wrote it after actually evaluating you. Hartford landlords can verify the license number, and that check is where online-certificate letters fail.

Since HUD's May 2026 change, a fee waiver for an untrained emotional support animal is no longer automatic federally. Ask for it in writing; whether it is required now depends on Connecticut law and your landlord. Damage is always chargeable. How fees work now →
No — not in Connecticut and not nationally. Registrations, ID cards and vests are products, not legal documents, and attaching one to your request can make it look weaker. Why registries are not documents →
There is no fixed legal expiry, but most Hartford property managers treat a letter older than 12 months as out of date, especially at lease renewal. Renewing an ESA letter →
Yes. You can make an accommodation request during the application as well as after you move in. Send it in writing with your letter, and keep a copy of what you sent and when.
No. Public access belongs to trained service animals under the ADA. A Hartford business may decline an emotional support animal, and an ESA letter does not change that.
