New Haven is Connecticut's third-largest city, with about 138,774 residents in New Haven County. Roughly 71.6% of its households rent — 2nd of Connecticut's five largest cities by renter share — which makes the pet clause in a lease a practical question for a lot of people here.

An emotional support animal letter is documentation from a licensed mental health professional that you have a disability and that your animal helps with it. In New Haven it does the same job as anywhere in Connecticut: it supports a reasonable accommodation request when a lease says no pets, limits breeds or caps weight.
Connecticut has no statutory waiting period, so a Connecticut-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval. It is a clinical conversation rather than a form, and approval is not guaranteed — which is exactly why a New Haven property manager can rely on it.
Connecticut has its own fair housing law, but how its agency treats untrained emotional support animals after HUD's May 2026 change is still settling, so documentation quality matters more than it used to.

71.6% of New Haven households rent, 2nd of Connecticut's five largest cities by renter share. Median gross rent is $1,488 a month — 2nd-highest median rent of Connecticut's five largest cities, against $1,450 in Bridgeport.
Those two numbers explain why pet policies come up so often here. When most of your choices are rentals and each listing competes on price, a no-pet clause, a breed list or a monthly pet charge can take a building off the table.

Qualifying is about function, not a label. If a condition makes sleep, work, study or relationships genuinely harder and your animal helps, an evaluation is worth having. Frequent examples:
Three steps. You are not charged for a letter unless the therapist approves you.
Answer a few questions about your situation. It is free, it takes a couple of minutes, and it tells you up front whether Connecticut has a waiting period.
Your evaluation is with a therapist licensed where you live. They can approve you, and they can decline.
If you are approved, your signed letter is emailed within about 15 minutes, ready to attach to your request to a New Haven landlord.
A card hold confirms the booking. You are charged for a letter only when the therapist issues one.
Most letters reach your inbox about 15 minutes after the therapist approves you.
Every letter is signed by a therapist licensed where you live, with the license number on the page for your landlord to check.
A live appointment with someone who can decline. That is the difference between a letter and a purchased certificate.
Email or hand your landlord a short request: you have a disability-related need for your animal and are asking for an exception to the pet rule. Attach the letter.
If the landlord asks follow-up questions, answer about the need, not the diagnosis. Your records stay private.
Note when you sent the request and how they responded. Silence for weeks is itself worth recording.
Ask for the reason in writing, then contact Connecticut Fair Housing Center or Connecticut Commission on Human Rights and Opportunities (CHRO). A HUD complaint has a one-year window.

Most landlords treat a letter older than 12 months as stale.
A purchased certificate undermines an otherwise good letter.
Some New Haven renters find their dog already does trained work for them. In that case a psychiatric service dog letter documents the tasks, and it lines up with HUD's 2026 focus on trained animals.
Pricing
The same flat price as everywhere in Connecticut. No subscription, and no charge for a letter unless a Connecticut-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.
