Rockford is Illinois's fifth-largest city, with about 147,384 residents in Winnebago County. Roughly 45.1% of its households rent — 2nd of Illinois's five largest cities by renter share — which makes the pet clause in a lease a practical question for a lot of people here.

A legitimate ESA letter is one page from an Illinois-licensed mental health professional. It is not a certificate, a registration or an ID card, and in Rockford it is used for one thing: asking a housing provider for an exception to its pet policy.
Illinois has no statutory waiting period, so an Illinois-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval. The evaluation is a real appointment by phone or video, and the therapist can say no. That is what makes the letter hold up when a property manager checks it.
Illinois protects assistance animals in its own law, so HUD's May 2026 enforcement change matters less here than in most states. Rockford adds its own layer: Rockford Ordinance No. 2018-281-0.

Qualifying is about function, not a label. If a condition makes sleep, work, study or relationships genuinely harder and your animal helps, an evaluation is worth having. Frequent examples:

Every letter is signed by a therapist licensed where you live, with the license number on the page for your landlord to check.
Most letters reach your inbox about 15 minutes after the therapist approves you.
A card hold confirms the booking. You are charged for a letter only when the therapist issues one.
Email or hand your landlord a short request: you have a disability-related need for your animal and are asking for an exception to the pet rule. Attach the letter.
A landlord may verify the need. They are not entitled to your diagnosis or medical records.
Note when you sent the request and how they responded. Silence for weeks is itself worth recording.
Ask for the reason in writing, then contact City of Rockford Community Relations Commission / Department of Law or Illinois Department of Human Rights. A HUD complaint has a one-year window.

A purchased certificate undermines an otherwise good letter.
If your dog is individually trained to perform tasks for a psychiatric disability — interrupting a panic attack, deep pressure, waking you from a nightmare — a psychiatric service dog letter may fit better. After May 2026, trained animals are also where federal housing enforcement is focused.
Pricing
The same flat price as everywhere in Illinois. No subscription, and no charge for a letter unless an Illinois-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.
Questions
