from an Oregon-licensed therapist

About 44.1% of households in Salem rent their home, the lowest renter share among Oregon's five largest cities. With a median gross rent of $1,400 a month, the right building is hard enough to find without a pet policy ruling it out.

Getting an ESA Letter in Salem, OR

A legitimate ESA letter is one page from an Oregon-licensed mental health professional. It is not a certificate, a registration or an ID card, and in Salem it is used for one thing: asking a housing provider for an exception to its pet policy.

Oregon has no statutory waiting period, so an Oregon-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval. The evaluation is a real appointment by phone or video, and the therapist can say no. That is what makes the letter hold up when a property manager checks it.

Oregon protects assistance animals in its own law, so HUD's May 2026 enforcement change matters less here than in most states.

Renting in Salem: What ESA Tenants Should Know

44.1% of Salem households rent, the lowest renter share among Oregon's five largest cities. Median gross rent is $1,400 a month — the lowest median rent of Oregon's five largest cities, against $1,655 in Portland.

Pet rules in Salem leases usually arrive as a clause you sign without negotiating. A reasonable accommodation request is the one route that asks the landlord to treat your assistance animal differently from a pet.

Salem sits in Marion County and Polk County. Because the city spans more than one county, check which county your building is in if you ever need a county-level agency.

Who qualifies

Who May Qualify for an ESA Letter in Salem?

Therapists do not work from a list of approved diagnoses. They look at how a condition affects your daily life and whether the animal eases it. Common examples among Salem clients:

What the evaluation looks for

  • The animal already lives with you or will once the request is approved
  • No prior diagnosis required; many people are assessed for the first time
  • You are 18 or older, or a parent or guardian takes part
  • An animal that eases symptoms in a way you can describe
  • An honest conversation with a therapist who can also say no

What Your ESA Letter Covers in Salem

It helps you
  • Keep your diagnosis private while still showing a verified need
  • Make the request before or after you move in — during an application counts
  • Get a decision in writing, which you need if you have to escalate
  • Ask for pet fees to be waived — Oregon law addresses this
It does not
  • Carry over from a therapist licensed in another state
  • Excuse you from paying for damage your animal causes
  • Need a registry, certificate, ID card or vest — none of those carry legal weight
  • Override a lawful denial for a direct threat, substantial damage or an exempt property

ESA Housing Law in Salem

Local, state and federal rules stack on top of each other here. Each can add protection; none can take away what another gives you.

Local

Our review did not confirm a Salem or county fair housing ordinance covering disability, so this page relies on Oregon and federal law. If one applies to your building, it can only add protection.

Oregon

ORS § 659A.145 — Oregon statute on disability accommodation in housing. Complaints: Oregon Bureau of Labor and Industries (BOLI), Civil Rights Division.

Federal

The Fair Housing Act still requires landlords to consider accommodation requests. Since May 22, 2026, HUD itself pursues complaints only for individually trained animals; your private right to sue is unchanged. What changed →

How to Get Your ESA Letter in Salem

Three steps. You are not charged for a letter unless the therapist approves you.

1

Free screening

A short questionnaire tells you whether an emotional support animal is likely to be appropriate, and shows Oregon's timeline before you commit.

2

Evaluation with an Oregon therapist

A professional licensed in Oregon meets you by phone or video. It is a clinical conversation, not a form.

3

Your letter, ready to send

Once approved you receive the letter by email, usually about 15 minutes later, written for housing use and ready to send with your accommodation request.

Why Salem Renters Choose Us

Private by default

Your letter confirms a need without naming a diagnosis, and your clinical information is handled under HIPAA.

Written for 2026

Our guidance reflects HUD's May 2026 change and Oregon's own rules, so you are not working from outdated advice.

No registries, ever

We do not sell certificates, vests or ID cards, because they carry no legal weight and can weaken your request.

Flat pricing

$129 for up to two animals. No subscription, no renewal auto-charge, no add-on "registration."

How to Use Your ESA Letter With a Salem Landlord

1Send a written request

Email or hand your landlord a short request: you have a disability-related need for your animal and are asking for an exception to the pet rule. Attach the letter.

2Answer only what is fair

A landlord may verify the need. They are not entitled to your diagnosis or medical records.

3Keep the paper trail

Note when you sent the request and how they responded. Silence for weeks is itself worth recording.

4If you are denied

Ask for the reason in writing, then contact Fair Housing Council of Oregon or Oregon Bureau of Labor and Industries (BOLI), Civil Rights Division. A HUD complaint has a one-year window.

OR letter checklist

What a Valid OR ESA Letter Must Include

A strong OR letter is short and specific. Here is what it needs.

  1. An Oregon-licensed therapist's signature

Out-of-state signatures are the most common reason letters fail.

  2. License number, type and issuing state

Managers check it against the Oregon licensing board.

  3. A statement of disability-related need

That you have a disability and the animal helps with it — never the diagnosis.

  4. A current date

Most landlords treat a letter older than 12 months as stale.

  5. No registry certificate attached

A purchased certificate undermines an otherwise good letter.

About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.

You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.

100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.

Questions

Salem ESA Letter FAQ

Is an ESA letter valid in Salem, OR?

Yes. Salem follows Oregon and federal fair housing law, and both recognize a letter from a licensed therapist as support for an accommodation request. What it will not do is work in stores, on planes or as a registration.

How long does it take to get an ESA letter in Salem?

Oregon has no statutory waiting period, so an Oregon-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval.

Can a Salem landlord charge pet rent or a deposit for my ESA?

Oregon law addresses assistance animals independently of HUD, so ask in writing for fees to be waived and cite the state rule if you are charged. Damage is always chargeable. How fees work now →

Can I use an ESA letter for an apartment I am applying for in Salem?

Yes. You can make an accommodation request during the application as well as after you move in. Send it in writing with your letter, and keep a copy of what you sent and when.

Can I take my ESA into stores or restaurants in Salem?

No. Public access belongs to trained service animals under the ADA. A Salem business may decline an emotional support animal, and an ESA letter does not change that.

Is there an ESA registry in Oregon?

No — not in Oregon and not nationally. Registrations, ID cards and vests are products, not legal documents, and attaching one to your request can make it look weaker. Why registries are not documents →

Does my ESA letter expire?

There is no fixed legal expiry, but most Salem property managers treat a letter older than 12 months as out of date, especially at lease renewal. Renewing an ESA letter →

Do I have to tell my Salem landlord my diagnosis?

No. A landlord may verify that you have a disability-related need for the animal. They are not entitled to your diagnosis or your medical records, and a good letter does not include either.
