Think of an ESA letter as evidence, not permission. It is a licensed therapist's written confirmation that you have a disability-related need for your animal, and Shreveport renters use it to ask a landlord to set aside a pet rule as an accommodation.
Louisiana requires a client–provider relationship of at least 30 days before an ESA letter can issue, so plan on two appointments about a month apart. The evaluation is a real appointment by phone or video, and the therapist can say no. That is what makes the letter hold up when a property manager checks it.
Louisiana has its own fair housing law, but how its agency treats untrained emotional support animals after HUD's May 2026 change is still settling, so documentation quality matters more than it used to.

For a Shreveport renter with an assistance animal, the practical problem is rarely the law — it is the listing that says "no pets" or "cats only, under 25 lbs." An accommodation request is how you ask for that rule to be set aside.
Shreveport sits in Caddo Parish and Bossier Parish. Because the city spans more than one county, check which county your building is in if you ever need a county-level agency.

HB 407 (2021), La. R.S. 51:2606.1 — Requires roughly 30 days of active care before an ESA letter issues. Complaints: Louisiana Attorney General / Louisiana Commission on Human Rights. 30-day relationship required before a letter can issue.
The Fair Housing Act still requires landlords to consider accommodation requests. Since May 22, 2026, HUD itself pursues complaints only for individually trained animals; your private right to sue is unchanged. What changed →

There is no official list of qualifying conditions. The test is whether a mental or emotional condition substantially limits a major life activity, and whether your animal helps with it. These come up most often:
Three steps. You are not charged for a letter unless the therapist approves you.
Answer a few questions about your situation. It is free, it takes a couple of minutes, and it tells you up front whether Louisiana has a waiting period.
A professional licensed in Louisiana meets you by phone or video, then again after the 30-day period Louisiana requires. It is a clinical conversation, not a form.
Once approved you receive the letter by email, written for housing use and ready to send with your accommodation request.
We do not sell certificates, vests or ID cards, because they carry no legal weight and can weaken your request.
$129 for up to two animals. No subscription, no renewal auto-charge, no add-on "registration."
Your letter confirms a need without naming a diagnosis, and your clinical information is handled under HIPAA.
Our guidance reflects HUD's May 2026 change and Louisiana's own rules, so you are not working from outdated advice.
Email or hand your landlord a short request: you have a disability-related need for your animal and are asking for an exception to the pet rule. Attach the letter.
If the landlord asks follow-up questions, answer about the need, not the diagnosis. Your records stay private.
Dates, emails, the lease clause and any reply. If this turns into a complaint, the record is the case.
Ask for the reason in writing, then contact Louisiana Fair Housing Action Center or Louisiana Attorney General / Louisiana Commission on Human Rights. A HUD complaint has a one-year window.

Shreveport property managers see a lot of ESA paperwork. A letter missing any of these is easy to reject.
Out-of-state signatures are the most common reason letters fail.
Managers check it against the Louisiana licensing board.
That you have a disability and the animal helps with it — never the diagnosis.
Most landlords treat a letter older than 12 months as stale.
A purchased certificate undermines an otherwise good letter.
A psychiatric service dog is trained to do specific work, such as grounding you during a flashback or guiding you out of a crowd. If that describes your dog, a PSD letter records those tasks, and trained animals are what HUD still enforces for after May 2026.
Pricing
The same flat price as everywhere in Louisiana. No subscription, and no charge for a letter unless a Louisiana-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.
Questions
Yes. Shreveport follows Louisiana and federal fair housing law, and both recognize a letter from a licensed therapist as support for an accommodation request. What it will not do is work in stores, on planes or as a registration.
Louisiana requires a client–provider relationship of at least 30 days before an ESA letter can issue, so plan on two appointments about a month apart.
Since HUD's May 2026 change, a fee waiver for an untrained emotional support animal is no longer automatic federally. Ask for it in writing; whether it is required now depends on Louisiana law and your landlord. Damage is always chargeable. How fees work now →
