Getting an ESA Letter in Spokane, WA

A legitimate ESA letter is one page from a Washington-licensed mental health professional. It is not a certificate, a registration or an ID card, and in Spokane it is used for one thing: asking a housing provider for an exception to its pet policy.

Washington has no statutory waiting period, so a Washington-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval. You talk with a therapist, by phone or video, about how your condition affects daily life and what your animal does for you. They decide; you do not buy an outcome.

Washington protects assistance animals in its own law, so HUD's May 2026 enforcement change matters less here than in most states. Spokane adds its own layer: Spokane Municipal Code ch. 18.01 and ch. 18.03.

Pet rules in Spokane leases usually arrive as a clause you sign without negotiating. A reasonable accommodation request is the one route that asks the landlord to treat your assistance animal differently from a pet.

What an ESA Letter Does — and Doesn't Do — in Spokane

It helps you
  • Keep your diagnosis private while still showing a verified need
  • Make the request before or after you move in — during an application counts
  • Get a decision in writing, which you need if you have to escalate
  • Ask for pet fees to be waived — Washington law addresses this
It does not
  • Carry over from a therapist licensed in another state
  • Excuse you from paying for damage your animal causes
  • Need a registry, certificate, ID card or vest — none of those carry legal weight
  • Override a lawful denial for a direct threat, substantial damage or an exempt property

ESA Housing Law in Spokane

Your rights in Spokane come from up to three sources. Here is what each one does now.

Local

Spokane Municipal Code ch. 18.01 and ch. 18.03 — Spokane's code bars housing discrimination based on disability and makes failure to provide reasonable accommodation in housing discriminatory.

Washington

RCW § 49.60.222 — Law Against Discrimination — housing, including assistance animals. Complaints: Washington State Human Rights Commission.

Federal

The Fair Housing Act still requires landlords to consider accommodation requests. Since May 22, 2026, HUD itself pursues complaints only for individually trained animals; your private right to sue is unchanged. What changed →

Who qualifies

Who May Qualify for an ESA Letter in Spokane?

Qualifying is about function, not a label. If a condition makes sleep, work, study or relationships genuinely harder and your animal helps, an evaluation is worth having. Frequent examples:

What the evaluation looks for

  • The animal already lives with you or will once the request is approved
  • No prior diagnosis required; many people are assessed for the first time
  • You are 18 or older, or a parent or guardian takes part
  • An animal that eases symptoms in a way you can describe
  • An honest conversation with a therapist who can also say no

How to Get Your ESA Letter in Spokane

Three steps. You are not charged for a letter unless the therapist approves you.

1

Free screening

Start with a short screening so you know whether an evaluation makes sense for you before you book or pay anything.

2

Evaluation with a Washington therapist

Your evaluation is with a therapist licensed where you live. They can approve you, and they can decline.

3

Your letter, ready to send

Approval means a signed letter in your inbox shortly after the appointment, on letterhead with the therapist's license details.

Why Spokane Renters Choose Us

Private by default

Your letter confirms a need without naming a diagnosis, and your clinical information is handled under HIPAA.

Written for 2026

Our guidance reflects HUD's May 2026 change and Washington's own rules, so you are not working from outdated advice.

No registries, ever

We do not sell certificates, vests or ID cards, because they carry no legal weight and can weaken your request.

Flat pricing

$129 for up to two animals. No subscription, no renewal auto-charge, no add-on "registration."

How to Use Your ESA Letter With a Spokane Landlord

1Send a written request

Say you have a disability, that you are asking for an accommodation to the pet policy, and attach your letter. No special form is required.

2Answer only what is fair

Verification of the license is fair; a demand for your medical file is not.

3Keep the paper trail

Save a copy of everything you send and receive, with dates. Paper trails win disputes.

4If you are denied

Ask for the reason in writing, then contact Northwest Fair Housing Alliance or Washington State Human Rights Commission. A HUD complaint has a one-year window.

WA letter checklist

What a Valid WA ESA Letter Must Include

These are the things a Spokane leasing office checks first. Miss one and the request stalls.

  1. A Washington-licensed therapist's signature

Out-of-state signatures are the most common reason letters fail.

  2. License number, type and issuing state

Managers check it against the Washington licensing board.

  3. A statement of disability-related need

That you have a disability and the animal helps with it — never the diagnosis.

  4. A current date

Most landlords treat a letter older than 12 months as stale.

  5. No registry certificate attached

A purchased certificate undermines an otherwise good letter.

If your dog is individually trained to perform tasks for a psychiatric disability — interrupting a panic attack, deep pressure, waking you from a nightmare — a psychiatric service dog letter may fit better. After May 2026, trained animals are also where federal housing enforcement is focused.

About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.

You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.

100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.

Questions

Spokane ESA Letter FAQ

Is an ESA letter valid in Spokane, WA?

It is, as long as a Washington-licensed therapist wrote it after actually evaluating you. Spokane landlords can verify the license number, and that check is where online-certificate letters fail.

Spokane also has its own ordinance (Spokane Municipal Code ch. 18.01 and ch. 18.03), which adds a local layer.

How long does it take to get an ESA letter in Spokane?

Washington has no statutory waiting period, so a Washington-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval.

Can a Spokane landlord charge pet rent or a deposit for my ESA?

Washington law addresses assistance animals independently of HUD, so ask in writing for fees to be waived and cite the state rule if you are charged. Damage is always chargeable. How fees work now →

Can one letter cover more than one animal?

Yes, if the therapist finds that each animal helps with your disability. The $129 letter covers up to two animals; $199 covers three or more.

Can my HOA or condo board in Spokane refuse my ESA?

An association is a housing provider, so it has to consider the request instead of pointing at its own rules. It can still deny on the usual narrow grounds. Requests to HOAs and condo boards →

Can I use an ESA letter for an apartment I am applying for in Spokane?

Yes. You can make an accommodation request during the application as well as after you move in. Send it in writing with your letter, and keep a copy of what you sent and when.

Can I take my ESA into stores or restaurants in Spokane?

No. Public access belongs to trained service animals under the ADA. A Spokane business may decline an emotional support animal, and an ESA letter does not change that.

Is there an ESA registry in Washington?

No — not in Washington and not nationally. Registrations, ID cards and vests are products, not legal documents, and attaching one to your request can make it look weaker. Why registries are not documents →
