A short questionnaire tells you whether an emotional support animal is likely to be appropriate, and shows Florida's timeline before you commit.
St. Petersburg is Florida's fifth-largest city, with about 264,033 residents in Pinellas County. Roughly 37.2% of its households rent — the lowest renter share among Florida's five largest cities — which makes the pet clause in a lease a practical question for a lot of people here.

A legitimate ESA letter is one page from a Florida-licensed mental health professional. It is not a certificate, a registration or an ID card, and in St. Petersburg it is used for one thing: asking a housing provider for an exception to its pet policy.
Florida has no statutory waiting period, so a Florida-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval. The evaluation is a real appointment by phone or video, and the therapist can say no. That is what makes the letter hold up when a property manager checks it.
Florida protects assistance animals in its own law, so HUD's May 2026 enforcement change matters less here than in most states. St. Petersburg adds its own layer: Pinellas County Code ch. 70.

Pet rules in St. Petersburg leases usually arrive as a clause you sign without negotiating. A reasonable accommodation request is the one route that asks the landlord to treat your assistance animal differently from a pet.

Your rights in St. Petersburg come from up to three sources. Here is what each one does now.
Pinellas County Code ch. 70 — Pinellas County's human rights ordinance, which HUD has found equivalent to the federal Fair Housing Act, bans housing discrimination based on disability, and the county Office of Human Rights takes complaints.
Fla. Stat. § 760.27 — Florida ESA housing statute — sets what a landlord may ask for. Complaints: Florida Commission on Human Relations.
The Fair Housing Act still requires landlords to consider accommodation requests. Since May 22, 2026, HUD itself pursues complaints only for individually trained animals; your private right to sue is unchanged. What changed →

There is no official list of qualifying conditions. The test is whether a mental or emotional condition substantially limits a major life activity, and whether your animal helps with it. These come up most often:
Three steps. You are not charged for a letter unless the therapist approves you.
A short questionnaire tells you whether an emotional support animal is likely to be appropriate, and shows Florida's timeline before you commit.
A professional licensed in Florida meets you by phone or video. It is a clinical conversation, not a form.
Once approved you receive the letter by email, usually about 15 minutes later, written for housing use and ready to send with your accommodation request.
Your letter confirms a need without naming a diagnosis, and your clinical information is handled under HIPAA.
Our guidance reflects HUD's May 2026 change and Florida's own rules, so you are not working from outdated advice.
We do not sell certificates, vests or ID cards, because they carry no legal weight and can weaken your request.
$129 for up to two animals. No subscription, no renewal auto-charge, no add-on "registration."
Email or hand your landlord a short request: you have a disability-related need for your animal and are asking for an exception to the pet rule. Attach the letter.
A landlord may verify the need. They are not entitled to your diagnosis or medical records.
Note when you sent the request and how they responded. Silence for weeks is itself worth recording.
Ask for the reason in writing, then contact Pinellas County Office of Human Rights or Florida Commission on Human Relations. A HUD complaint has a one-year window.

A strong FL letter is short and specific. Here is what it needs.
Out-of-state signatures are the most common reason letters fail.
Managers check it against the Florida licensing board.
That you have a disability and the animal helps with it — never the diagnosis.
Most landlords treat a letter older than 12 months as stale.
A purchased certificate undermines an otherwise good letter.
Some St. Petersburg renters find their dog already does trained work for them. In that case a psychiatric service dog letter documents the tasks, and it lines up with HUD's 2026 focus on trained animals.
Pricing
The same flat price as everywhere in Florida. No subscription, and no charge for a letter unless a Florida-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.
Questions
Yes, for housing, when it comes from a therapist licensed in Florida after a real evaluation. It supports a reasonable accommodation request to your landlord; it does not register your animal or give it public access.
St. Petersburg also has its own ordinance (Pinellas County Code ch. 70), which adds a local layer.
Florida has no statutory waiting period, so a Florida-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval.
Florida law addresses assistance animals independently of HUD, so ask in writing for fees to be waived and cite the state rule if you are charged. Damage is always chargeable. How fees work now →
Yes. You can make an accommodation request during the application as well as after you move in. Send it in writing with your letter, and keep a copy of what you sent and when.
No. Public access belongs to trained service animals under the ADA. A St. Petersburg business may decline an emotional support animal, and an ESA letter does not change that.
No — not in Florida and not nationally. Registrations, ID cards and vests are products, not legal documents, and attaching one to your request can make it look weaker. Why registries are not documents →
There is no fixed legal expiry, but most St. Petersburg property managers treat a letter older than 12 months as out of date, especially at lease renewal. Renewing an ESA letter →
No. A landlord may verify that you have a disability-related need for the animal. They are not entitled to your diagnosis or your medical records, and a good letter does not include either.
