A legitimate ESA letter is one page from a New Mexico-licensed mental health professional. It is not a certificate, a registration or an ID card, and in Albuquerque it is used for one thing: asking a housing provider for an exception to its pet policy.
New Mexico has no statutory waiting period, so a New Mexico-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval. The evaluation is a real appointment by phone or video, and the therapist can say no. That is what makes the letter hold up when a property manager checks it.
New Mexico has its own fair housing law, but how its agency treats untrained emotional support animals after HUD's May 2026 change is still settling, so documentation quality matters more than it used to. Albuquerque adds its own layer: Revised Ordinances of Albuquerque ch. 11, art. 3, §§ 11-3-1 to 11-3-12.

Pet rules in Albuquerque leases usually arrive as a clause you sign without negotiating. A reasonable accommodation request is the one route that asks the landlord to treat your assistance animal differently from a pet.

Revised Ordinances of Albuquerque ch. 11, art. 3, §§ 11-3-1 to 11-3-12 — The city ordinance bans housing discrimination based on physical handicap. Its housing section does not mention mental disability, so tenants with psychiatric disabilities mainly rely on state and federal law.

The Fair Housing Act still requires landlords to consider accommodation requests. Since May 22, 2026, HUD itself pursues complaints only for individually trained animals; your private right to sue is unchanged. What changed →

Three steps. You are not charged for a letter unless the therapist approves you.
Start with a short screening so you know whether an evaluation makes sense for you before you book or pay anything.
Your evaluation is with a therapist licensed where you live. They can approve you, and they can decline.
Approval means a signed letter in your inbox shortly after the appointment, on letterhead with the therapist's license details.
Your letter confirms a need without naming a diagnosis, and your clinical information is handled under HIPAA.
Our guidance reflects HUD's May 2026 change and New Mexico's own rules, so you are not working from outdated advice.
We do not sell certificates, vests or ID cards, because they carry no legal weight and can weaken your request.
$129 for up to two animals. No subscription, no renewal auto-charge, no add-on "registration."
Say you have a disability, that you are asking for an accommodation to the pet policy, and attach your letter. No special form is required.
Verification of the license is fair; a demand for your medical file is not.
Save a copy of everything you send and receive, with dates. Paper trails win disputes.
Ask for the reason in writing, then contact City of Albuquerque Office of Civil Rights (Office of Equity & Inclusion) or New Mexico Human Rights Bureau. A HUD complaint has a one-year window.

Albuquerque property managers see a lot of ESA paperwork. A letter missing any of these is easy to reject.
Out-of-state signatures are the most common reason letters fail.
Managers check it against the New Mexico licensing board.
That you have a disability and the animal helps with it — never the diagnosis.
Most landlords treat a letter older than 12 months as stale.
A purchased certificate undermines an otherwise good letter.
If your dog is individually trained to perform tasks for a psychiatric disability — interrupting a panic attack, deep pressure, waking you from a nightmare — a psychiatric service dog letter may fit better. After May 2026, trained animals are also where federal housing enforcement is focused.
Pricing
The same flat price as everywhere in New Mexico. No subscription, and no charge for a letter unless a New Mexico-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.
Questions
Yes, for housing, when it comes from a therapist licensed in New Mexico after a real evaluation. It supports a reasonable accommodation request to your landlord; it does not register your animal or give it public access.
Albuquerque also has its own ordinance (Revised Ordinances of Albuquerque ch. 11, art. 3, §§ 11-3-1 to 11-3-12), which adds a local layer.

Since HUD's May 2026 change, a fee waiver for an untrained emotional support animal is no longer automatic federally. Ask for it in writing; whether it is required now depends on New Mexico law and your landlord. Damage is always chargeable. How fees work now →

Yes. You can make an accommodation request during the application as well as after you move in. Send it in writing with your letter, and keep a copy of what you sent and when.
No. Public access belongs to trained service animals under the ADA. A Albuquerque business may decline an emotional support animal, and an ESA letter does not change that.
No — not in New Mexico and not nationally. Registrations, ID cards and vests are products, not legal documents, and attaching one to your request can make it look weaker. Why registries are not documents →
