A legitimate ESA letter is one page from a Montana-licensed mental health professional. It is not a certificate, a registration or an ID card, and in Billings it is used for one thing: asking a housing provider for an exception to its pet policy.
Montana requires a client–provider relationship of at least 30 days before an ESA letter can issue, so plan on two appointments about a month apart. It is a clinical conversation rather than a form, and approval is not guaranteed — which is exactly why a Billings property manager can rely on it.
Montana has its own fair housing law, but how its agency treats untrained emotional support animals after HUD's May 2026 change is still settling, so documentation quality matters more than it used to.

Therapists do not work from a list of approved diagnoses. They look at how a condition affects your daily life and whether the animal eases it. Common examples among Billings clients:
Your rights in Billings come from up to three sources. Here is what each one does now.
We did not find a Billings ordinance that adds disability protection in housing (Billings City Council voted down a proposed nondiscrimination ordinance (6-5), and no local fair housing ordinance covering disability was found). Montana and federal law carry your request.

Three steps. You are not charged for a letter unless the therapist approves you.
Answer a few questions about your situation. It is free, it takes a couple of minutes, and it tells you up front whether Montana has a waiting period.
You speak with a Montana-licensed therapist about your symptoms and what your animal does for you; Montana law then requires a follow-up at least 30 days later.
If you are approved, your signed letter is emailed, ready to attach to your request to a Billings landlord.
Your letter confirms a need without naming a diagnosis, and your clinical information is handled under HIPAA.
Our guidance reflects HUD's May 2026 change and Montana's own rules, so you are not working from outdated advice.
We do not sell certificates, vests or ID cards, because they carry no legal weight and can weaken your request.
$129 for up to two animals. No subscription, no renewal auto-charge, no add-on "registration."
Put it in writing. Two or three sentences are enough, plus your letter; a landlord's own "ESA form" is optional, not a requirement.
If the landlord asks follow-up questions, answer about the need, not the diagnosis. Your records stay private.
Dates, emails, the lease clause and any reply. If this turns into a complaint, the record is the case.
Ask for the reason in writing, then contact Montana Fair Housing or Montana Human Rights Bureau. A HUD complaint has a one-year window.

A strong MT letter is short and specific. Here is what it needs.
Out-of-state signatures are the most common reason letters fail.
Managers check it against the Montana licensing board.
That you have a disability and the animal helps with it — never the diagnosis.
Most landlords treat a letter older than 12 months as stale.
A purchased certificate undermines an otherwise good letter.
A psychiatric service dog is trained to do specific work, such as grounding you during a flashback or guiding you out of a crowd. If that describes your dog, a PSD letter records those tasks, and trained animals are what HUD still enforces for after May 2026.
Pricing
The same flat price as everywhere in Montana. No subscription, and no charge for a letter unless a Montana-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.
