Think of an ESA letter as evidence, not permission. It is a licensed therapist's written confirmation that you have a disability-related need for your animal, and Brookings renters use it to ask a landlord to set aside a pet rule as an accommodation.
South Dakota has no statutory waiting period, so a South Dakota-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval. The evaluation is a real appointment by phone or video, and the therapist can say no. That is what makes the letter hold up when a property manager checks it.
South Dakota has its own fair housing law, but how its agency treats untrained emotional support animals after HUD's May 2026 change is still settling, so documentation quality matters more than it used to. Brookings adds its own layer: Brookings human rights ordinance (Brookings Human Rights Commission).

For a Brookings renter with an assistance animal, the practical problem is rarely the law — it is the listing that says "no pets" or "cats only, under 25 lbs." An accommodation request is how you ask for that rule to be set aside.

Qualifying is about function, not a label. If a condition makes sleep, work, study or relationships genuinely harder and your animal helps, an evaluation is worth having. Frequent examples:
Your rights in Brookings come from up to three sources. Here is what each one does now.
Brookings human rights ordinance (Brookings Human Rights Commission) — Brookings' city ordinance lets its Human Rights Commission take complaints of disability discrimination in housing, though a 2025 proposal would strip the commission's enforcement powers.

The Fair Housing Act still requires landlords to consider accommodation requests. Since May 22, 2026, HUD itself pursues complaints only for individually trained animals; your private right to sue is unchanged. What changed →

Three steps. You are not charged for a letter unless the therapist approves you.
A short questionnaire tells you whether an emotional support animal is likely to be appropriate, and shows South Dakota's timeline before you commit.
Your evaluation is with a therapist licensed where you live. They can approve you, and they can decline.
Approval means a signed letter in your inbox shortly after the appointment, on letterhead with the therapist's license details.
We do not sell certificates, vests or ID cards, because they carry no legal weight and can weaken your request.
$129 for up to two animals. No subscription, no renewal auto-charge, no add-on "registration."
Your letter confirms a need without naming a diagnosis, and your clinical information is handled under HIPAA.
Our guidance reflects HUD's May 2026 change and South Dakota's own rules, so you are not working from outdated advice.
Say you have a disability, that you are asking for an accommodation to the pet policy, and attach your letter. No special form is required.
A landlord may verify the need. They are not entitled to your diagnosis or medical records.
Note when you sent the request and how they responded. Silence for weeks is itself worth recording.
Ask for the reason in writing, then contact South Dakota Division of Human Rights. A HUD complaint has a one-year window.

Brookings property managers see a lot of ESA paperwork. A letter missing any of these is easy to reject.
Out-of-state signatures are the most common reason letters fail.
Managers check it against the South Dakota licensing board.
That you have a disability and the animal helps with it — never the diagnosis.
Most landlords treat a letter older than 12 months as stale.
A purchased certificate undermines an otherwise good letter.
A psychiatric service dog is trained to do specific work, such as grounding you during a flashback or guiding you out of a crowd. If that describes your dog, a PSD letter records those tasks, and trained animals are what HUD still enforces for after May 2026.
Pricing
The same flat price as everywhere in South Dakota. No subscription, and no charge for a letter unless a South Dakota-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.
Questions
It is, as long as a South Dakota-licensed therapist wrote it after actually evaluating you. Brookings landlords can verify the license number, and that check is where online-certificate letters fail.
Brookings also has its own ordinance (Brookings human rights ordinance (Brookings Human Rights Commission)), which adds a local layer.

Since HUD's May 2026 change, a fee waiver for an untrained emotional support animal is no longer automatic federally. Ask for it in writing; whether it is required now depends on South Dakota law and your landlord. Damage is always chargeable. How fees work now →

No. A landlord may verify that you have a disability-related need for the animal. They are not entitled to your diagnosis or your medical records, and a good letter does not include either.
Use a therapist licensed in South Dakota. Telehealth crosses state lines but licensure does not, and an out-of-state signature is the most common reason a letter gets rejected.
