Watertown is South Dakota's fifth-largest city, with about 23,736 residents in Codington County. Roughly 34.7% of its households rent — the lowest renter share among South Dakota's five largest cities — which makes the pet clause in a lease a practical question for a lot of people here.

An emotional support animal letter is documentation from a licensed mental health professional that you have a disability and that your animal helps with it. In Watertown it does the same job as anywhere in South Dakota: it supports a reasonable accommodation request when a lease says no pets, limits breeds or caps weight.
South Dakota has no statutory waiting period, so a South Dakota-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval. You talk with a therapist, by phone or video, about how your condition affects daily life and what your animal does for you. They decide; you do not buy an outcome.
South Dakota has its own fair housing law, but how its agency treats untrained emotional support animals after HUD's May 2026 change is still settling, so documentation quality matters more than it used to.

South Dakota sets no relationship period
34.7% of Watertown households rent, the lowest renter share among South Dakota's five largest cities. Median gross rent is $942 a month — 3rd-highest median rent of South Dakota's five largest cities, against $1,035 in Sioux Falls.
Those two numbers explain why pet policies come up so often here. When most of your choices are rentals and each listing competes on price, a no-pet clause, a breed list or a monthly pet charge can take a building off the table.

Local, state and federal rules stack on top of each other here. Each can add protection; none can take away what another gives you.
Our review did not confirm a Watertown or county fair housing ordinance covering disability, so this page relies on South Dakota and federal law. If one applies to your building, it can only add protection.

The Fair Housing Act still requires landlords to consider accommodation requests. Since May 22, 2026, HUD itself pursues complaints only for individually trained animals; your private right to sue is unchanged. What changed →

Therapists do not work from a list of approved diagnoses. They look at how a condition affects your daily life and whether the animal eases it. Common examples among Watertown clients:
Three steps. You are not charged for a letter unless the therapist approves you.
Start with a short screening so you know whether an evaluation makes sense for you before you book or pay anything.
A professional licensed in South Dakota meets you by phone or video. It is a clinical conversation, not a form.
Approval means a signed letter in your inbox shortly after the appointment, on letterhead with the therapist's license details.
A card hold confirms the booking. You are charged for a letter only when the therapist issues one.
Most letters reach your inbox about 15 minutes after the therapist approves you.
Every letter is signed by a therapist licensed where you live, with the license number on the page for your landlord to check.
A live appointment with someone who can decline. That is the difference between a letter and a purchased certificate.
Put it in writing. Two or three sentences are enough, plus your letter; a landlord's own "ESA form" is optional, not a requirement.
Verification of the license is fair; a demand for your medical file is not.
Dates, emails, the lease clause and any reply. If this turns into a complaint, the record is the case.
Ask for the reason in writing, then contact South Dakota Division of Human Rights. A HUD complaint has a one-year window.

These are the things a Watertown leasing office checks first. Miss one and the request stalls.
Out-of-state signatures are the most common reason letters fail.
Managers check it against the South Dakota licensing board.
That you have a disability and the animal helps with it — never the diagnosis.
Most landlords treat a letter older than 12 months as stale.
A purchased certificate undermines an otherwise good letter.
A psychiatric service dog is trained to do specific work, such as grounding you during a flashback or guiding you out of a crowd. If that describes your dog, a PSD letter records those tasks, and trained animals are what HUD still enforces for after May 2026.
Pricing
The same flat price as everywhere in South Dakota. No subscription, and no charge for a letter unless a South Dakota-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.
Questions
Yes. Watertown follows South Dakota and federal fair housing law, and both recognize a letter from a licensed therapist as support for an accommodation request. What it will not do is work in stores, on planes or as a registration.
South Dakota has no statutory waiting period, so a South Dakota-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval.
Since HUD's May 2026 change, a fee waiver for an untrained emotional support animal is no longer automatic federally. Ask for it in writing; whether it is required now depends on South Dakota law and your landlord. Damage is always chargeable. How fees work now →
An association is a housing provider, so it has to consider the request instead of pointing at its own rules. It can still deny on the usual narrow grounds. Requests to HOAs and condo boards →
Yes, if the therapist finds that each animal helps with your disability. The $129 letter covers up to two animals; $199 covers three or more.
They must consider the request, but may deny it for a direct threat, substantial damage, undue burden, an exempt property or documentation that is not credible. Ask for any denial in writing. If you are denied →
