A short questionnaire tells you whether an emotional support animal is likely to be appropriate, and shows South Dakota's timeline before you commit.
Sioux Falls is South Dakota's largest city, with about 213,748 residents in Minnehaha County and Lincoln County. Roughly 40.5% of its households rent — 2nd of South Dakota's five largest cities by renter share — which makes the pet clause in a lease a practical question for a lot of people here.

An emotional support animal letter is documentation from a licensed mental health professional that you have a disability and that your animal helps with it. In Sioux Falls it does the same job as anywhere in South Dakota: it supports a reasonable accommodation request when a lease says no pets, limits breeds or caps weight.
South Dakota has no statutory waiting period, so a South Dakota-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval. It is a clinical conversation rather than a form, and approval is not guaranteed — which is exactly why a Sioux Falls property manager can rely on it.
South Dakota has its own fair housing law, but how its agency treats untrained emotional support animals after HUD's May 2026 change is still settling, so documentation quality matters more than it used to. Sioux Falls adds its own layer: Sioux Falls Code of Ordinances ch. 98.

40.5% of Sioux Falls households rent, 2nd of South Dakota's five largest cities by renter share. Median gross rent is $1,035 a month — 2nd-highest median rent of South Dakota's five largest cities.
Those two numbers explain why pet policies come up so often here. When most of your choices are rentals and each listing competes on price, a no-pet clause, a breed list or a monthly pet charge can take a building off the table.
Sioux Falls sits in Minnehaha County and Lincoln County. Because the city spans more than one county, check which county your building is in if you ever need a county-level agency.

Your rights in Sioux Falls come from up to three sources. Here is what each one does now.
Sioux Falls Code of Ordinances ch. 98 — Sioux Falls' Human Relations Commission takes housing discrimination complaints under city code, including disability (physical or mental), within 180 days of the incident.
SDCL § 20-13-20 — South Dakota Human Relations Act — housing. Complaints: South Dakota Division of Human Rights.
The Fair Housing Act still requires landlords to consider accommodation requests. Since May 22, 2026, HUD itself pursues complaints only for individually trained animals; your private right to sue is unchanged. What changed →

Three steps. You are not charged for a letter unless the therapist approves you.
A short questionnaire tells you whether an emotional support animal is likely to be appropriate, and shows South Dakota's timeline before you commit.
You speak with a South Dakota-licensed therapist about your symptoms and what your animal does for you.
Once approved you receive the letter by email, usually about 15 minutes later, written for housing use and ready to send with your accommodation request.
$129 for up to two animals. No subscription, no renewal auto-charge, no add-on "registration."
We do not sell certificates, vests or ID cards, because they carry no legal weight and can weaken your request.
Our guidance reflects HUD's May 2026 change and South Dakota's own rules, so you are not working from outdated advice.
Your letter confirms a need without naming a diagnosis, and your clinical information is handled under HIPAA.
Put it in writing. Two or three sentences are enough, plus your letter; a landlord's own "ESA form" is optional, not a requirement.
Verification of the license is fair; a demand for your medical file is not.
Dates, emails, the lease clause and any reply. If this turns into a complaint, the record is the case.
Ask for the reason in writing, then contact City of Sioux Falls Human Relations Office / Human Relations Commission or South Dakota Division of Human Rights. A HUD complaint has a one-year window.

These are the things a Sioux Falls leasing office checks first. Miss one and the request stalls.
Out-of-state signatures are the most common reason letters fail.
Managers check it against the South Dakota licensing board.
That you have a disability and the animal helps with it — never the diagnosis.
Most landlords treat a letter older than 12 months as stale.
A purchased certificate undermines an otherwise good letter.
If your dog is individually trained to perform tasks for a psychiatric disability — interrupting a panic attack, deep pressure, waking you from a nightmare — a psychiatric service dog letter may fit better. After May 2026, trained animals are also where federal housing enforcement is focused.
Pricing
The same flat price as everywhere in South Dakota. No subscription, and no charge for a letter unless a South Dakota-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.
Questions
It is, as long as a South Dakota-licensed therapist wrote it after actually evaluating you. Sioux Falls landlords can verify the license number, and that check is where online-certificate letters fail.
Sioux Falls also has its own ordinance (Sioux Falls Code of Ordinances ch. 98), which adds a local layer.
South Dakota has no statutory waiting period, so a South Dakota-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval.
Since HUD's May 2026 change, a fee waiver for an untrained emotional support animal is no longer automatic federally. Ask for it in writing; whether it is required now depends on South Dakota law and your landlord. Damage is always chargeable. How fees work now →

No — not in South Dakota and not nationally. Registrations, ID cards and vests are products, not legal documents, and attaching one to your request can make it look weaker. Why registries are not documents →
No. Public access belongs to trained service animals under the ADA. A Sioux Falls business may decline an emotional support animal, and an ESA letter does not change that.
