Buffalo is New York's second-largest city, with about 274,613 residents in Erie County. Roughly 57% of its households rent — 4th of New York's five largest cities by renter share — which makes the pet clause in a lease a practical question for a lot of people here.

An emotional support animal letter is documentation from a licensed mental health professional that you have a disability and that your animal helps with it. In Buffalo it does the same job as anywhere in New York: it supports a reasonable accommodation request when a lease says no pets, limits breeds or caps weight.
New York has no statutory waiting period, so a New York-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval. The evaluation is a real appointment by phone or video, and the therapist can say no. That is what makes the letter hold up when a property manager checks it.
New York protects assistance animals in its own law, so HUD's May 2026 enforcement change matters less here than in most states. Buffalo adds its own layer: Buffalo City Code ch. 154, art. IV.

57% of Buffalo households rent, 4th of New York's five largest cities by renter share. Median gross rent is $1,046 a month — 4th-highest median rent of New York's five largest cities, against $1,821 in New York City.
Those two numbers explain why pet policies come up so often here. When most of your choices are rentals and each listing competes on price, a no-pet clause, a breed list or a monthly pet charge can take a building off the table.

Qualifying is about function, not a label. If a condition makes sleep, work, study or relationships genuinely harder and your animal helps, an evaluation is worth having. Frequent examples:
Three layers apply to a Buffalo rental. The strongest one that covers you decides your case.

The Fair Housing Act still requires landlords to consider accommodation requests. Since May 22, 2026, HUD itself pursues complaints only for individually trained animals; your private right to sue is unchanged. What changed →

Three steps. You are not charged for a letter unless the therapist approves you.
Start with a short screening so you know whether an evaluation makes sense for you before you book or pay anything.
A professional licensed in New York meets you by phone or video. It is a clinical conversation, not a form.
Approval means a signed letter in your inbox shortly after the appointment, on letterhead with the therapist's license details.
$129 for up to two animals. No subscription, no renewal auto-charge, no add-on "registration."
We do not sell certificates, vests or ID cards, because they carry no legal weight and can weaken your request.
Our guidance reflects HUD's May 2026 change and New York's own rules, so you are not working from outdated advice.
Your letter confirms a need without naming a diagnosis, and your clinical information is handled under HIPAA.
Email or hand your landlord a short request: you have a disability-related need for your animal and are asking for an exception to the pet rule. Attach the letter.
If the landlord asks follow-up questions, answer about the need, not the diagnosis. Your records stay private.
Note when you sent the request and how they responded. Silence for weeks is itself worth recording.
Ask for the reason in writing, then contact Housing Opportunities Made Equal (HOME) or New York State Division of Human Rights; NYC Commission on Human Rights. A HUD complaint has a one-year window.

Buffalo property managers see a lot of ESA paperwork. A letter missing any of these is easy to reject.
Out-of-state signatures are the most common reason letters fail.
Managers check it against the New York licensing board.
That you have a disability and the animal helps with it — never the diagnosis.
Most landlords treat a letter older than 12 months as stale.
A purchased certificate undermines an otherwise good letter.
If your dog is individually trained to perform tasks for a psychiatric disability — interrupting a panic attack, deep pressure, waking you from a nightmare — a psychiatric service dog letter may fit better. After May 2026, trained animals are also where federal housing enforcement is focused.
Pricing
The same flat price as everywhere in New York. No subscription, and no charge for a letter unless a New York-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.
Questions
Yes. Buffalo follows New York and federal fair housing law, and both recognize a letter from a licensed therapist as support for an accommodation request. What it will not do is work in stores, on planes or as a registration.
Buffalo also has its own ordinance (Buffalo City Code ch. 154, art. IV), which adds a local layer.
New York has no statutory waiting period, so a New York-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval.
New York law addresses assistance animals independently of HUD, so ask in writing for fees to be waived and cite the state rule if you are charged. Damage is always chargeable. How fees work now →
There is no fixed legal expiry, but most Buffalo property managers treat a letter older than 12 months as out of date, especially at lease renewal. Renewing an ESA letter →
No — not in New York and not nationally. Registrations, ID cards and vests are products, not legal documents, and attaching one to your request can make it look weaker. Why registries are not documents →
No. Public access belongs to trained service animals under the ADA. A Buffalo business may decline an emotional support animal, and an ESA letter does not change that.
Yes. You can make an accommodation request during the application as well as after you move in. Send it in writing with your letter, and keep a copy of what you sent and when.
