What a Rochester landlord actually needs from you is short: reliable confirmation, from someone licensed in New York, that you have a disability and that your animal helps with it. That is all an ESA letter is — and a properly written one says nothing more.
New York has no statutory waiting period, so a New York-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval. The evaluation is a real appointment by phone or video, and the therapist can say no. That is what makes the letter hold up when a property manager checks it.
New York protects assistance animals in its own law, so HUD's May 2026 enforcement change matters less here than in most states. Rochester adds its own layer: Rochester City Code ch. 63 (§ 63-5 housing).

In a market like this, management companies tend to standardize pet rules across their buildings. The rule you meet at one property is often the rule at the next, which is why knowing how to request an accommodation matters more than finding a pet-friendly unit.

Therapists do not work from a list of approved diagnoses. They look at how a condition affects your daily life and whether the animal eases it. Common examples among Rochester clients:
Local, state and federal rules stack on top of each other here. Each can add protection; none can take away what another gives you.
Rochester City Code ch. 63 (§ 63-5 housing) — Rochester's city law bans housing discrimination based on disability and source of income; there is no city enforcement agency, so tenants enforce it through private lawsuits filed within one year.
N.Y. Exec. Law § 296(18) — State Human Rights Law — reasonable accommodation in housing. Complaints: New York State Division of Human Rights; NYC Commission on Human Rights.
The Fair Housing Act still requires landlords to consider accommodation requests. Since May 22, 2026, HUD itself pursues complaints only for individually trained animals; your private right to sue is unchanged. What changed →

Three steps. You are not charged for a letter unless the therapist approves you.
Start with a short screening so you know whether an evaluation makes sense for you before you book or pay anything.
Your evaluation is with a therapist licensed where you live. They can approve you, and they can decline.
If you are approved, your signed letter is emailed within about 15 minutes, ready to attach to your request to a Rochester landlord.
Every letter is signed by a therapist licensed where you live, with the license number on the page for your landlord to check.
A live appointment with someone who can decline. That is the difference between a letter and a purchased certificate.
A card hold confirms the booking. You are charged for a letter only when the therapist issues one.
Most letters reach your inbox about 15 minutes after the therapist approves you.
Say you have a disability, that you are asking for an accommodation to the pet policy, and attach your letter. No special form is required.
If the landlord asks follow-up questions, answer about the need, not the diagnosis. Your records stay private.
Note when you sent the request and how they responded. Silence for weeks is itself worth recording.
Ask for the reason in writing, then contact Legal Assistance of Western New York (LawNY) or New York State Division of Human Rights; NYC Commission on Human Rights. A HUD complaint has a one-year window.

A strong NY letter is short and specific. Here is what it needs.
Out-of-state signatures are the most common reason letters fail.
Managers check it against the New York licensing board.
That you have a disability and the animal helps with it — never the diagnosis.
Most landlords treat a letter older than 12 months as stale.
A purchased certificate undermines an otherwise good letter.
A psychiatric service dog is trained to do specific work, such as grounding you during a flashback or guiding you out of a crowd. If that describes your dog, a PSD letter records those tasks, and trained animals are what HUD still enforces for after May 2026.
Pricing
The same flat price as everywhere in New York. No subscription, and no charge for a letter unless a New York-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.
Questions
Yes. Rochester follows New York and federal fair housing law, and both recognize a letter from a licensed therapist as support for an accommodation request. What it will not do is work in stores, on planes or as a registration.
Rochester also has its own ordinance (Rochester City Code ch. 63 (§ 63-5 housing)), which adds a local layer.
New York has no statutory waiting period, so a New York-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval.
New York law addresses assistance animals independently of HUD, so ask in writing for fees to be waived and cite the state rule if you are charged. Damage is always chargeable. How fees work now →
An association is a housing provider, so it has to consider the request instead of pointing at its own rules. It can still deny on the usual narrow grounds. Requests to HOAs and condo boards →
Yes, if the therapist finds that each animal helps with your disability. The $129 letter covers up to two animals; $199 covers three or more.
No. Public access belongs to trained service animals under the ADA. A Rochester business may decline an emotional support animal, and an ESA letter does not change that.
Yes. You can make an accommodation request during the application as well as after you move in. Send it in writing with your letter, and keep a copy of what you sent and when.
There is no fixed legal expiry, but most Rochester property managers treat a letter older than 12 months as out of date, especially at lease renewal. Renewing an ESA letter →
