Fayetteville is Arkansas's second-largest city, with about 106,623 residents in Washington County. Roughly 58.2% of its households rent — the highest renter share among Arkansas's five largest cities — which makes the pet clause in a lease a practical question for a lot of people here.

A legitimate ESA letter is one page from an Arkansas-licensed mental health professional. It is not a certificate, a registration or an ID card, and in Fayetteville it is used for one thing: asking a housing provider for an exception to its pet policy.
Arkansas requires a client–provider relationship of at least 30 days before an ESA letter can issue, so plan on two appointments about a month apart. It is a clinical conversation rather than a form, and approval is not guaranteed — which is exactly why a Fayetteville property manager can rely on it.
Arkansas has its own fair housing law, but how its agency treats untrained emotional support animals after HUD's May 2026 change is still settling, so documentation quality matters more than it used to.

Pet rules in Fayetteville leases usually arrive as a clause you sign without negotiating. A reasonable accommodation request is the one route that asks the landlord to treat your assistance animal differently from a pet.

Local, state and federal rules stack on top of each other here. Each can add protection; none can take away what another gives you.
Our review did not confirm a Fayetteville or county fair housing ordinance covering disability, so this page relies on Arkansas and federal law. If one applies to your building, it can only add protection.
Act 1013 of 2021 (HB 1420) — Requires an established provider relationship before an ESA letter can issue. Complaints: Arkansas Fair Housing Commission. 30-day relationship required before a letter can issue.
The Fair Housing Act still requires landlords to consider accommodation requests. Since May 22, 2026, HUD itself pursues complaints only for individually trained animals; your private right to sue is unchanged. What changed →

There is no official list of qualifying conditions. The test is whether a mental or emotional condition substantially limits a major life activity, and whether your animal helps with it. These come up most often:
Three steps. You are not charged for a letter unless the therapist approves you.
Start with a short screening so you know whether an evaluation makes sense for you before you book or pay anything.
Your evaluation is with a therapist licensed where you live, over two sessions to meet Arkansas's 30-day rule. They can approve you, and they can decline.
Approval means a signed letter in your inbox once the waiting period is complete, on letterhead with the therapist's license details.
A live appointment with someone who can decline. That is the difference between a letter and a purchased certificate.
Every letter is signed by a therapist licensed where you live, with the license number on the page for your landlord to check.
We schedule both Arkansas appointments, so the letter is compliant the day it issues.
A card hold confirms the booking. You are charged for a letter only when the therapist issues one.
Put it in writing. Two or three sentences are enough, plus your letter; a landlord's own "ESA form" is optional, not a requirement.
If the landlord asks follow-up questions, answer about the need, not the diagnosis. Your records stay private.
Dates, emails, the lease clause and any reply. If this turns into a complaint, the record is the case.
Ask for the reason in writing, then contact Legal Aid of Arkansas - Fair Housing Project or Arkansas Fair Housing Commission. A HUD complaint has a one-year window.

Fayetteville property managers see a lot of ESA paperwork. A letter missing any of these is easy to reject.
Out-of-state signatures are the most common reason letters fail.
Managers check it against the Arkansas licensing board.
That you have a disability and the animal helps with it — never the diagnosis.
Most landlords treat a letter older than 12 months as stale.
A purchased certificate undermines an otherwise good letter.
A psychiatric service dog is trained to do specific work, such as grounding you during a flashback or guiding you out of a crowd. If that describes your dog, a PSD letter records those tasks, and trained animals are what HUD still enforces for after May 2026.
Pricing
The same flat price as everywhere in Arkansas. No subscription, and no charge for a letter unless an Arkansas-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.
Questions
Yes. Fayetteville follows Arkansas and federal fair housing law, and both recognize a letter from a licensed therapist as support for an accommodation request. What it will not do is work in stores, on planes or as a registration.
Arkansas requires a client–provider relationship of at least 30 days before an ESA letter can issue, so plan on two appointments about a month apart.
Since HUD's May 2026 change, a fee waiver for an untrained emotional support animal is no longer automatic federally. Ask for it in writing; whether it is required now depends on Arkansas law and your landlord. Damage is always chargeable. How fees work now →
$129 for up to two animals and $199 for three or more, paid once. A psychiatric service dog letter is $149. You are not charged for a letter unless the therapist approves you.

No. A landlord may verify that you have a disability-related need for the animal. They are not entitled to your diagnosis or your medical records, and a good letter does not include either.
Use a therapist licensed in Arkansas. Telehealth crosses state lines but licensure does not, and an out-of-state signature is the most common reason a letter gets rejected.
