Median gross rent in Springdale is $1,071 a month, 2nd-highest median rent of Arkansas's five largest cities. 46.6% of households rent, so a large share of the 90,685 people who live here deal with landlords, leases and pet policies directly.

An emotional support animal letter is documentation from a licensed mental health professional that you have a disability and that your animal helps with it. In Springdale it does the same job as anywhere in Arkansas: it supports a reasonable accommodation request when a lease says no pets, limits breeds or caps weight.
Arkansas requires a client–provider relationship of at least 30 days before an ESA letter can issue, so plan on two appointments about a month apart. You talk with a therapist, by phone or video, about how your condition affects daily life and what your animal does for you. They decide; you do not buy an outcome.
Arkansas has its own fair housing law, but how its agency treats untrained emotional support animals after HUD's May 2026 change is still settling, so documentation quality matters more than it used to.

46.6% of Springdale households rent, 3rd of Arkansas's five largest cities by renter share. Median gross rent is $1,071 a month — 2nd-highest median rent of Arkansas's five largest cities, against $1,106 in Little Rock.
Those two numbers explain why pet policies come up so often here. When most of your choices are rentals and each listing competes on price, a no-pet clause, a breed list or a monthly pet charge can take a building off the table.
Springdale sits in Washington County and Benton County. Because the city spans more than one county, check which county your building is in if you ever need a county-level agency.
Figures: Census Bureau, July 2025 Census estimate and American Community Survey 2020–2024 five-year estimates.
Springdale's renter share is 2.1 points below the 48.7% average for these five cities. Median rent ranges from $884 in Fort Smith to $1,106 in Little Rock, a gap of $222 a month.

Your rights in Springdale come from up to three sources. Here is what each one does now.
Our review did not confirm a Springdale or county fair housing ordinance covering disability, so this page relies on Arkansas and federal law. If one applies to your building, it can only add protection.
Act 1013 of 2021 (HB 1420) — Requires an established provider relationship before an ESA letter can issue. Complaints: Arkansas Fair Housing Commission. 30-day relationship required before a letter can issue.
The Fair Housing Act still requires landlords to consider accommodation requests. Since May 22, 2026, HUD itself pursues complaints only for individually trained animals; your private right to sue is unchanged. What changed →

Qualifying is about function, not a label. If a condition makes sleep, work, study or relationships genuinely harder and your animal helps, an evaluation is worth having. Frequent examples:
Three steps. You are not charged for a letter unless the therapist approves you.
Start with a short screening so you know whether an evaluation makes sense for you before you book or pay anything.
A professional licensed in Arkansas meets you by phone or video, then again after the 30-day period Arkansas requires. It is a clinical conversation, not a form.
Approval means a signed letter in your inbox once the waiting period is complete, on letterhead with the therapist's license details.
$129 for up to two animals. No subscription, no renewal auto-charge, no add-on "registration."
We do not sell certificates, vests or ID cards, because they carry no legal weight and can weaken your request.
Our guidance reflects HUD's May 2026 change and Arkansas's own rules, so you are not working from outdated advice.
Your letter confirms a need without naming a diagnosis, and your clinical information is handled under HIPAA.
Email or hand your landlord a short request: you have a disability-related need for your animal and are asking for an exception to the pet rule. Attach the letter.
If the landlord asks follow-up questions, answer about the need, not the diagnosis. Your records stay private.
Note when you sent the request and how they responded. Silence for weeks is itself worth recording.
Ask for the reason in writing, then contact Legal Aid of Arkansas - Fair Housing Project or Arkansas Fair Housing Commission. A HUD complaint has a one-year window.

A strong AR letter is short and specific. Here is what it needs.
Out-of-state signatures are the most common reason letters fail.
Managers check it against the Arkansas licensing board.
That you have a disability and the animal helps with it — never the diagnosis.
Most landlords treat a letter older than 12 months as stale.
A purchased certificate undermines an otherwise good letter.
Some Springdale renters find their dog already does trained work for them. In that case a psychiatric service dog letter documents the tasks, and it lines up with HUD's 2026 focus on trained animals.
Pricing
The same flat price as everywhere in Arkansas. No subscription, and no charge for a letter unless an Arkansas-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.
Questions
Yes. Springdale follows Arkansas and federal fair housing law, and both recognize a letter from a licensed therapist as support for an accommodation request. What it will not do is work in stores, on planes or as a registration.
Arkansas requires a client–provider relationship of at least 30 days before an ESA letter can issue, so plan on two appointments about a month apart.
Since HUD's May 2026 change, a fee waiver for an untrained emotional support animal is no longer automatic federally. Ask for it in writing; whether it is required now depends on Arkansas law and your landlord. Damage is always chargeable. How fees work now →
An association is a housing provider, so it has to consider the request instead of pointing at its own rules. It can still deny on the usual narrow grounds. Requests to HOAs and condo boards →
Yes, if the therapist finds that each animal helps with your disability. The $129 letter covers up to two animals; $199 covers three or more.
There is no fixed legal expiry, but most Springdale property managers treat a letter older than 12 months as out of date, especially at lease renewal. Renewing an ESA letter →
No — not in Arkansas and not nationally. Registrations, ID cards and vests are products, not legal documents, and attaching one to your request can make it look weaker. Why registries are not documents →
No. Public access belongs to trained service animals under the ADA. A Springdale business may decline an emotional support animal, and an ESA letter does not change that.
