Getting an ESA Letter in Provo, UT

Think of an ESA letter as evidence, not permission. It is a licensed therapist's written confirmation that you have a disability-related need for your animal, and Provo renters use it to ask a landlord to set aside a pet rule as an accommodation.

Utah has no statutory waiting period, so a Utah-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval. The evaluation is a real appointment by phone or video, and the therapist can say no. That is what makes the letter hold up when a property manager checks it.

Utah has its own fair housing law, but how its agency treats untrained emotional support animals after HUD's May 2026 change is still settling, so documentation quality matters more than it used to.

Renting in Provo: What ESA Tenants Should Know

60.6% of Provo households rent, the highest renter share among Utah's five largest cities. Median gross rent is $1,193 a month — the lowest median rent of Utah's five largest cities, against $1,414 in Salt Lake City.

For a Provo renter with an assistance animal, the practical problem is rarely the law — it is the listing that says "no pets" or "cats only, under 25 lbs." An accommodation request is how you ask for that rule to be set aside.

What Your ESA Letter Covers in Provo

It helps you
  • Keep your diagnosis private while still showing a verified need
  • Make the request before or after you move in — during an application counts
  • Ask for an individual assessment of your animal instead of a blanket breed or weight rule
  • Ask for an exception to a no-pet policy as a reasonable accommodation
It does not
  • Make your animal fly as a service animal — airlines treat ESAs as pets since 2021
  • Give your animal access to stores, restaurants or workplaces — that is a trained service dog right under the ADA
  • Need a registry, certificate, ID card or vest — none of those carry legal weight
  • Override a lawful denial for a direct threat, substantial damage or an exempt property

ESA Housing Law in Provo

Your rights in Provo come from up to three sources. Here is what each one does now.

Local

Our review did not confirm a Provo or county fair housing ordinance covering disability, so this page relies on Utah and federal law. If one applies to your building, it can only add protection.

Utah

Utah Code § 57-21-5 — Utah Fair Housing Act — discriminatory practices. Complaints: Utah Antidiscrimination and Labor Division (UALD).

Federal

The Fair Housing Act still requires landlords to consider accommodation requests. Since May 22, 2026, HUD itself pursues complaints only for individually trained animals; your private right to sue is unchanged. What changed →

Who qualifies

Who May Qualify for an ESA Letter in Provo?

Therapists do not work from a list of approved diagnoses. They look at how a condition affects your daily life and whether the animal eases it. Common examples among Provo clients:

What the evaluation looks for

  • No prior diagnosis required; many people are assessed for the first time
  • You are 18 or older, or a parent or guardian takes part
  • The animal already lives with you or will once the request is approved
  • You live in Utah, so a Utah-licensed therapist can evaluate you
  • A condition that limits daily life — sleep, work, school or relationships

How to Get Your ESA Letter in Provo

Three steps. You are not charged for a letter unless the therapist approves you.

1

Free screening

Start with a short screening so you know whether an evaluation makes sense for you before you book or pay anything.

2

Evaluation with a Utah therapist

You speak with a Utah-licensed therapist about your symptoms and what your animal does for you.

3

Your letter, ready to send

If you are approved, your signed letter is emailed within about 15 minutes, ready to attach to your request to a Provo landlord.

Why Provo Renters Choose Us

Fast after approval

Most letters reach your inbox about 15 minutes after the therapist approves you.

Pay only if approved

A card hold confirms the booking. You are charged for a letter only when the therapist issues one.

A real evaluation

A live appointment with someone who can decline. That is the difference between a letter and a purchased certificate.

Licensed in Utah

Every letter is signed by a therapist licensed where you live, with the license number on the page for your landlord to check.

How to Use Your ESA Letter With a Provo Landlord

1Send a written request

Email or hand your landlord a short request: you have a disability-related need for your animal and are asking for an exception to the pet rule. Attach the letter.

2Answer only what is fair

If the landlord asks follow-up questions, answer about the need, not the diagnosis. Your records stay private.

3Keep the paper trail

Dates, emails, the lease clause and any reply. If this turns into a complaint, the record is the case.

4If you are denied

Ask for the reason in writing, then contact Disability Law Center or Utah Antidiscrimination and Labor Division (UALD). A HUD complaint has a one-year window.

UT letter checklist

What a Valid UT ESA Letter Must Include

Provo property managers see a lot of ESA paperwork. A letter missing any of these is easy to reject.

  1. A Utah-licensed therapist's signature

Out-of-state signatures are the most common reason letters fail.

  2. License number, type and issuing state

Managers check it against the Utah licensing board.

  3. A statement of disability-related need

That you have a disability and the animal helps with it — never the diagnosis.

  4. A current date

Most landlords treat a letter older than 12 months as stale.

  5. No registry certificate attached

A purchased certificate undermines an otherwise good letter.

Psychiatric service dogs

Need a PSD Letter in Provo Instead?

If your dog is individually trained to perform tasks for a psychiatric disability — interrupting a panic attack, deep pressure, waking you from a nightmare — a psychiatric service dog letter may fit better. After May 2026, trained animals are also where federal housing enforcement is focused.

About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.

You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.

100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.

Questions

Provo ESA Letter FAQ

Is an ESA letter valid in Provo, UT?

It is, as long as a Utah-licensed therapist wrote it after actually evaluating you. Provo landlords can verify the license number, and that check is where online-certificate letters fail.

How long does it take to get an ESA letter in Provo?

Utah has no statutory waiting period, so a Utah-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval.

Can a Provo landlord charge pet rent or a deposit for my ESA?

Since HUD's May 2026 change, a fee waiver for an untrained emotional support animal is no longer automatic federally. Ask for it in writing; whether it is required now depends on Utah law and your landlord. Damage is always chargeable. How fees work now →

Can one letter cover more than one animal?

Yes, if the therapist finds that each animal helps with your disability. The $129 letter covers up to two animals; $199 covers three or more.

Can my HOA or condo board in Provo refuse my ESA?

An association is a housing provider, so it has to consider the request instead of pointing at its own rules. It can still deny on the usual narrow grounds. Requests to HOAs and condo boards →

Is there an ESA registry in Utah?

No — not in Utah and not nationally. Registrations, ID cards and vests are products, not legal documents, and attaching one to your request can make it look weaker. Why registries are not documents →

Does my ESA letter expire?

There is no fixed legal expiry, but most Provo property managers treat a letter older than 12 months as out of date, especially at lease renewal. Renewing an ESA letter →

Can I use an ESA letter for an apartment I am applying for in Provo?

Yes. You can make an accommodation request during the application as well as after you move in. Send it in writing with your letter, and keep a copy of what you sent and when.
