West Valley City is Utah's second-largest city, with about 137,491 residents in Salt Lake County. Roughly 27.9% of its households rent — 4th of Utah's five largest cities by renter share — which makes the pet clause in a lease a practical question for a lot of people here.

An emotional support animal letter is documentation from a licensed mental health professional that you have a disability and that your animal helps with it. In West Valley City it does the same job as anywhere in Utah: it supports a reasonable accommodation request when a lease says no pets, limits breeds or caps weight.
Utah has no statutory waiting period, so a Utah-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval. You talk with a therapist, by phone or video, about how your condition affects daily life and what your animal does for you. They decide; you do not buy an outcome.
Utah has its own fair housing law, but how its agency treats untrained emotional support animals after HUD's May 2026 change is still settling, so documentation quality matters more than it used to.

27.9% of West Valley City households rent, 4th of Utah's five largest cities by renter share. Median gross rent is $1,504 a month — 3rd-highest median rent of Utah's five largest cities, against $1,414 in Salt Lake City.
Those two numbers explain why pet policies come up so often here. When most of your choices are rentals and each listing competes on price, a no-pet clause, a breed list or a monthly pet charge can take a building off the table.

Qualifying is about function, not a label. If a condition makes sleep, work, study or relationships genuinely harder and your animal helps, an evaluation is worth having. Frequent examples:

The Fair Housing Act still requires landlords to consider accommodation requests. Since May 22, 2026, HUD itself pursues complaints only for individually trained animals; your private right to sue is unchanged. What changed →

Three steps. You are not charged for a letter unless the therapist approves you.
Answer a few questions about your situation. It is free, it takes a couple of minutes, and it tells you up front whether Utah has a waiting period.
Your evaluation is with a therapist licensed where you live. They can approve you, and they can decline.
If you are approved, your signed letter is emailed within about 15 minutes, ready to attach to your request to a West Valley City landlord.
$129 for up to two animals. No subscription, no renewal auto-charge, no add-on "registration."
We do not sell certificates, vests or ID cards, because they carry no legal weight and can weaken your request.
Our guidance reflects HUD's May 2026 change and Utah's own rules, so you are not working from outdated advice.
Your letter confirms a need without naming a diagnosis, and your clinical information is handled under HIPAA.
Put it in writing. Two or three sentences are enough, plus your letter; a landlord's own "ESA form" is optional, not a requirement.
Verification of the license is fair; a demand for your medical file is not.
Dates, emails, the lease clause and any reply. If this turns into a complaint, the record is the case.
Ask for the reason in writing, then contact Disability Law Center or Utah Antidiscrimination and Labor Division (UALD). A HUD complaint has a one-year window.

West Valley City property managers see a lot of ESA paperwork. A letter missing any of these is easy to reject.
Out-of-state signatures are the most common reason letters fail.
Managers check it against the Utah licensing board.
That you have a disability and the animal helps with it — never the diagnosis.
Most landlords treat a letter older than 12 months as stale.
A purchased certificate undermines an otherwise good letter.
A psychiatric service dog is trained to do specific work, such as grounding you during a flashback or guiding you out of a crowd. If that describes your dog, a PSD letter records those tasks, and trained animals are what HUD still enforces for after May 2026.
Pricing
The same flat price as everywhere in Utah. No subscription, and no charge for a letter unless a Utah-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.
Questions
It is, as long as a Utah-licensed therapist wrote it after actually evaluating you. West Valley City landlords can verify the license number, and that check is where online-certificate letters fail.
Utah has no statutory waiting period, so a Utah-licensed therapist can evaluate you and, if you qualify, your letter typically arrives by email about 15 minutes after approval.
Since HUD's May 2026 change, a fee waiver for an untrained emotional support animal is no longer automatic federally. Ask for it in writing; whether it is required now depends on Utah law and your landlord. Damage is always chargeable. How fees work now →
$129 for up to two animals and $199 for three or more, paid once. A psychiatric service dog letter is $149. You are not charged for a letter unless the therapist approves you.
There is no fixed legal expiry, but most West Valley City property managers treat a letter older than 12 months as out of date, especially at lease renewal. Renewing an ESA letter →
No — not in Utah and not nationally. Registrations, ID cards and vests are products, not legal documents, and attaching one to your request can make it look weaker. Why registries are not documents →
No. Public access belongs to trained service animals under the ADA. A West Valley City business may decline an emotional support animal, and an ESA letter does not change that.
Yes. You can make an accommodation request during the application as well as after you move in. Send it in writing with your letter, and keep a copy of what you sent and when.
