A legitimate ESA letter is one page from an Iowa-licensed mental health professional. It is not a certificate, a registration or an ID card, and in Cedar Rapids it is used for one thing: asking a housing provider for an exception to its pet policy.
Iowa requires a client–provider relationship of at least 30 days before an ESA letter can issue, so plan on two appointments about a month apart. You talk with a therapist, by phone or video, about how your condition affects daily life and what your animal does for you. They decide; you do not buy an outcome.
Iowa has its own fair housing law, but how its agency treats untrained emotional support animals after HUD's May 2026 change is still settling, so documentation quality matters more than it used to.

Three steps. You are not charged for a letter unless the therapist approves you.
Answer a few questions about your situation. It is free, it takes a couple of minutes, and it tells you up front whether Iowa has a waiting period.
You speak with an Iowa-licensed therapist about your symptoms and what your animal does for you; Iowa law then requires a follow-up at least 30 days later.
If you are approved, your signed letter is emailed, ready to attach to your request to a Cedar Rapids landlord.
A live appointment with someone who can decline. That is the difference between a letter and a purchased certificate.
Every letter is signed by a therapist licensed where you live, with the license number on the page for your landlord to check.
We schedule both Iowa appointments, so the letter is compliant the day it issues.
A card hold confirms the booking. You are charged for a letter only when the therapist issues one.
Email or hand your landlord a short request: you have a disability-related need for your animal and are asking for an exception to the pet rule. Attach the letter.
A landlord may verify the need. They are not entitled to your diagnosis or medical records.
Note when you sent the request and how they responded. Silence for weeks is itself worth recording.
Ask for the reason in writing, then contact Cedar Rapids Civil Rights Commission or Iowa Civil Rights Commission. A HUD complaint has a one-year window.

These are the things a Cedar Rapids leasing office checks first. Miss one and the request stalls.

That you have a disability and the animal helps with it — never the diagnosis.
Most landlords treat a letter older than 12 months as stale.
A purchased certificate undermines an otherwise good letter.
A psychiatric service dog is trained to do specific work, such as grounding you during a flashback or guiding you out of a crowd. If that describes your dog, a PSD letter records those tasks, and trained animals are what HUD still enforces for after May 2026.
Pricing
The same flat price as everywhere in Iowa. No subscription, and no charge for a letter unless an Iowa-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.
Questions
Yes. Cedar Rapids follows Iowa and federal fair housing law, and both recognize a letter from a licensed therapist as support for an accommodation request. What it will not do is work in stores, on planes or as a registration.

Since HUD's May 2026 change, a fee waiver for an untrained emotional support animal is no longer automatic federally. Ask for it in writing; whether it is required now depends on Iowa law and your landlord. Damage is always chargeable. How fees work now →
