What a Des Moines landlord actually needs from you is short: reliable confirmation, from someone licensed in Iowa, that you have a disability and that your animal helps with it. That is all an ESA letter is — and a properly written one says nothing more.
Iowa requires a client–provider relationship of at least 30 days before an ESA letter can issue, so plan on two appointments about a month apart. You talk with a therapist, by phone or video, about how your condition affects daily life and what your animal does for you. They decide; you do not buy an outcome.
Iowa has its own fair housing law, but how its agency treats untrained emotional support animals after HUD's May 2026 change is still settling, so documentation quality matters more than it used to. Des Moines adds its own layer: Des Moines Municipal Code ch. 62.

In a market like this, management companies tend to standardize pet rules across their buildings. The rule you meet at one property is often the rule at the next, which is why knowing how to request an accommodation matters more than finding a pet-friendly unit.
Des Moines sits in Polk County and Warren County. Because the city spans more than one county, check which county your building is in if you ever need a county-level agency.

Therapists do not work from a list of approved diagnoses. They look at how a condition affects your daily life and whether the animal eases it. Common examples among Des Moines clients:
Three steps. You are not charged for a letter unless the therapist approves you.
Start with a short screening so you know whether an evaluation makes sense for you before you book or pay anything.
Your evaluation is with a therapist licensed where you live, over two sessions to meet Iowa's 30-day rule. They can approve you, and they can decline.
If you are approved, your signed letter is emailed, ready to attach to your request to a Des Moines landlord.
Our guidance reflects HUD's May 2026 change and Iowa's own rules, so you are not working from outdated advice.
Your letter confirms a need without naming a diagnosis, and your clinical information is handled under HIPAA.
$129 for up to two animals. No subscription, no renewal auto-charge, no add-on "registration."
We do not sell certificates, vests or ID cards, because they carry no legal weight and can weaken your request.
Put it in writing. Two or three sentences are enough, plus your letter; a landlord's own "ESA form" is optional, not a requirement.
A landlord may verify the need. They are not entitled to your diagnosis or medical records.
Save a copy of everything you send and receive, with dates. Paper trails win disputes.
Ask for the reason in writing, then contact Des Moines Civil & Human Rights Commission or Iowa Civil Rights Commission. A HUD complaint has a one-year window.

These are the things a Des Moines leasing office checks first. Miss one and the request stalls.
Out-of-state signatures are the most common reason letters fail.
Managers check it against the Iowa licensing board.
That you have a disability and the animal helps with it — never the diagnosis.
Most landlords treat a letter older than 12 months as stale.
A purchased certificate undermines an otherwise good letter.
If your dog is individually trained to perform tasks for a psychiatric disability — interrupting a panic attack, deep pressure, waking you from a nightmare — a psychiatric service dog letter may fit better. After May 2026, trained animals are also where federal housing enforcement is focused.
Pricing
The same flat price as everywhere in Iowa. No subscription, and no charge for a letter unless an Iowa-licensed therapist approves you.
About the PSD letter: it is documentation from a licensed therapist, not a certificate or an ID. Under the ADA, public access comes from your dog being individually trained to do work or tasks for your disability. Businesses are allowed to ask only two questions and are not allowed to require paperwork. Nobody can sell you access rights — anyone who says otherwise is selling a novelty.
You are charged only after a therapist approves you. We may place a temporary authorization hold on your card beforehand to confirm it is valid; a hold is not a charge and is released if you are not approved.
100% refund if your landlord denies your ESA. If your housing provider refuses the accommodation after you submit a letter we issued, we refund what you paid in full. Full terms, including what a claim needs, on our refund policy page.
Questions
It is, as long as an Iowa-licensed therapist wrote it after actually evaluating you. Des Moines landlords can verify the license number, and that check is where online-certificate letters fail.
Des Moines also has its own ordinance (Des Moines Municipal Code ch. 62), which adds a local layer.
Iowa requires a client–provider relationship of at least 30 days before an ESA letter can issue, so plan on two appointments about a month apart.
Since HUD's May 2026 change, a fee waiver for an untrained emotional support animal is no longer automatic federally. Ask for it in writing; whether it is required now depends on Iowa law and your landlord. Damage is always chargeable. How fees work now →
An association is a housing provider, so it has to consider the request instead of pointing at its own rules. It can still deny on the usual narrow grounds. Requests to HOAs and condo boards →
Yes, if the therapist finds that each animal helps with your disability. The $129 letter covers up to two animals; $199 covers three or more.
Use a therapist licensed in Iowa. Telehealth crosses state lines but licensure does not, and an out-of-state signature is the most common reason a letter gets rejected.
No. A landlord may verify that you have a disability-related need for the animal. They are not entitled to your diagnosis or your medical records, and a good letter does not include either.
They must consider the request, but may deny it for a direct threat, substantial damage, undue burden, an exempt property or documentation that is not credible. Ask for any denial in writing. Des Moines Civil & Human Rights Commission can help you respond. If you are denied →
